Робота громадських рад – важливий чинник комунікативної політики в системі регіонального управління

Abstract

UK: У статті розкрито сутність та значення діяльності громадських рад як важливого чинника формування ефективної комунікативної політики у системі регіонального управління. Акцентовано увагу на ролі громадських рад у забезпеченні відкритості, прозорості та підзвітності органів місцевого самоврядування перед громадськістю, а також у створенні дієвих каналів зворотного зв'язку між владою та мешканцями територіальних громад. Проаналізовано етапи становлення та нормативно-правового забезпечення діяльності громадських рад, зокрема положення Постанови Кабінету Міністрів України № 996 «Про забезпечення участі громадськості у формуванні та реалізації державної політики» та її практичне застосування на місцевому рівні. Досліджено проблеми інституційного розвитку громадських рад, зокрема недостатню законодавчу визначеність їх статусу при органах місцевого самоврядування, обмеження комунікаційної діяльності в умовах воєнного стану, низький рівень участі громадських об'єднань у формуванні та реалізації управлінських рішень. Визначено, що реформування системи децентралізації створило нові можливості для активізації ролі громадських рад як консультативно-дорадчих органів, призваних забезпечити ефективну взаємодію між владою, бізнесом та громадянським суспільством.

EN: The article reveals the essence and significance of the activities of public councils as an important factor in the formation of an effective communication policy in the regional governance system. The focus is on the role of public councils in ensuring openness, transparency and accountability of local government bodies to the public, as well as in creating effective feedback channels between the authorities and residents of territorial communities. The stages of the formation and regulatory support for the activities of public councils are analyzed, in particular the provisions of the Resolution of the Cabinet of Ministers of Ukraine No. 996 "On ensuring public participation in the formation and implementation of state policy" and its practical application at the local level. The problems of the institutional development of public councils are investigated, in particular the insufficient legislative certainty of their status within local government bodies, restrictions on communication activities under martial law, and the low level of participation of public associations in the formation and implementation of management decisions. It is determined that the reform of the decentralization system has created new opportunities for activating the role of public councils as consultative and advisory bodies designed to ensure effective interaction between the authorities, business and civil society. The feasibility of introducing a legislative norm on the mandatory creation of public councils in territorial communities, developing a standard provision on their activities, as well as forming a clear system of representation of different population groups in the councils is substantiated. Particular attention is paid to increasing the control function of public councils in terms of monitoring the use of budget funds, personnel appointments, and the implementation of local development programs. The author's vision of the structure of the public council work plan is proposed, which can become an effective tool for coordinating joint actions of the authorities and the public. It is shown that in the conditions of martial law and post-war reconstruction of Ukraine, there is a growing need to expand the social and communicative functions of public councils, in particular regarding the integration of war veterans, internally displaced persons and citizens returned from abroad into community life. It is noted that the effective work of public councils will contribute to strengthening trust in the authorities, developing partnership relations between the state and the public, and forming a culture of citizen participation in making management decisions.
