UK: У сучасних умовах розвитку економіки навчальний заклад став розглядатися як підприємство, яке ви-
робляє певний продукт, рівень якості якого дає змогу конкурувати з іншими виробниками. Коли вибира-
ється для вступу вищий навчальний заклад, абітурієнт оцінює його за якістю освіти, здатністю знайти
відповідну роботу після його закінчення, тому для підвищення рівня цього показника необхідно доклада-
ти багато зусиль. Складна економічна ситуація в країні, інфляція, відсутність належного фінансуван-
ня з боку держави поставили багато навчальних закладів на межу виживання. Реформа вищої освіти в
2019–2020 рр. передбачає нову формулу фінансування ВНЗ – «не кількість, а якість». Університети при
цьому зможуть розпоряджатися коштами, майном (частково), самостійно формувати заробітні плати.
Для цього від МОН адміністрація вищих навчальних закладів отримає навчання з менеджменту освіти.
Планується проведення ліцензування в електронному форматі. На жаль, екстрені заходи, на які змушено
піти керівництво більшості вищих навчальних закладів, були спрямовані лише на залучення фінансування,
що негативно позначалося на якості освіти у цілому
RU: В современных условиях развития экономики учебное заведение стало рассматриваться как пред-
приятие, производящее определенный продукт, уровень качества которого позволяет конкуриро-
вать с другими производителями. Когда выбирается для поступления высшее учебное заведение,
абитуриент оценивает его по качеству образования, способности найти подходящую работу по-
сле его окончания, поэтому для повышения уровня этого показателя необходимо прилагать много
усилий. Сложная экономическая ситуация в стране, инфляция, отсутствие должного финансирова-
ния со стороны государства поставили многие учебные заведения на грань выживания. Реформа
высшего образования в 2019–2020 гг. предусматривает новую формулу финансирования вузов – «не
количество, а качество». Университеты при этом смогут распоряжаться средствами, имуществом
(частично), самостоятельно формировать заработную плату. Для этого от Министерства обра-
зования и науки Украины администрация высших учебных заведений получит цикл обучения по ме-
неджменту образования. Планируется проведение лицензирования в электронном формате. К сожа-
лению, экстренные меры, на которые пришлось пойти руководству большинства высших учебных заведений, были направлены только на привлечение финансирования, что негативно сказалось на качестве образования в целом.
EN: In modern conditions of economic development, an educational institution has become regarded as an enterprise
producing a certain product, the quality level of which allows it to compete with other manufacturers. When
a higher educational institution is selected for admission, an applicant evaluates it by the quality of education, the
ability to find a suitable job after graduation, therefore, it is necessary to make a lot of efforts to increase the level
of this indicator. In the scientific article such methods are applied: morphological analysis – for generalization of the
theoretical going near determination of essence and concept-category vehicle of the article of research; theoretical
generalization, scientific abstraction, analysis of the systems – for further development of theoretical principles
and research of problems of organization of management in higher educational establishments; comparative – at
research of the normatively-legal providing of management of education and analytical providing of process of controlling
of financing of educational establishments. During the years of independence of Ukraine there were intensive
processes of formation of a network of higher education institutions. The number of higher education institutions of
III-IV levels of accreditation has increased, and the number of higher education institutions of I-II levels of accreditation
has decreased. It is planned to further reduce higher education institutions in order to optimize their financing.
The quality management system of educational services can be divided into three subsystems: a subsystem of
control, regulation, reliability determination; a subsystem of the organization of the provision of educational services;
a subsystem for managing the quality of the content of the educational process. Reform of higher education in
2019-2020 Provides a new formula for financing universities. At the same time, universities will be able to manage
funds, property (partially), and independently form salaries. The difficult economic situation in the country, inflation,
and the lack of adequate funding from the state put many educational institutions on the brink of survival. Unfortunately,
the emergency measures that the leadership of most higher education institutions had to go to were aimed
only at attracting funding, which negatively affected the quality of education in general. Management of the quality
of education implies compliance with a certain algorithm of actions: design, organizational measures, leadership,
control, coordination of the educational process, the activities of all structures of the educational institution. Thus, the
application of such an algorithm will lead to an improvement in the quality of education. The process of developing
parameters for assessing the quality of the system, the process and the results of education, taking into account the
development of a competency-based approach, continues and requires operational and instrumental specification
and further improvement as soon as possible.
