UK: У статті визначено особливості використання основних фінансових інструментів державної фінансової політики для підвищення якості життя населення, акцентовано увагу на чинниках, які визначають специфіку їх використання в певній країні. Проаналізовано динаміку основних інструментів бюджетної політики України впродовж 2009–2018 рр. Висвітлено проблеми боргової політики та її обмежуючий вплив на реалізацію соціальних програм; показано низьку як фіскальну, так і соціальну ефективність окремих інструментів та важелів податкової політики, переваги і недоліки здійснення бюджетного реформування в контексті реалізації заходів бюджетної децентралізації. Узагальнено чинники слабкості впливу інструментів бюджетної політики на дотримання принципу соціальної справедливості у суспільстві, недостатню ефективність соціальних видатків на підвищення добробуту населення за високої динаміки соціальних видатків із державного і місцевих бюджетів. Зосереджено увагу на необхідності взаємоузгодженого використання комбінації інструментів державної фінансової політики залежно від стратегічних і тактичних соціальних завдань та орієнтирів.
RU: В статье определены особенности использования основных финансовых инструментов государственной финансовой политики для повышения качества жизни населения, акцентировано внимание на факторах, которые определяют специфику их использования в определенной стране. Проанализирована динамика основных инструментов бюджетной политики Украины в течение 2009–2018 гг. Показаны проблемы долговой политики и ее ограничивающее влияние на реализацию социальных программ; низкую как фискальную, так и социальную эффективность отдельных инструментов и рычагов налоговой политики; преимущества и недостатки осуществления бюджетного реформирования в контексте реализации мер бюджетной децентрализации. Обобщены факторы влияния инструментов бюджетной политики на соблюдение принципа социальной справедливости в обществе. Показана недостаточная эффективность социальных расходов в плане повышения благосостояния населения при высокой динамике социальных расходов из государственного и местных бюджетов. Сосредоточено внимание на необходимости использования комбинации инструментов государственной финансовой политики в зависимости от стратегических и тактических социальных задач и ориентиров.
EN: In the conditions of instability of the economic development the urgent issues are the solution of the fundamental and most urgent current challenges, among which – the strengthening of the equity of distribution and redistribution of income, the smoothing of inequalities in society, the elimination of poverty and improving the quality of life of the population. In Ukraine, the solution of the above-mentioned problems is relevant and, above all, it involves the effective use of state financial policy instruments to achieve social tactical objectives and strategic development benchmarks. The purpose of the article is to reveal theoretical and practical problems of improving the quality of life of the population and the peculiarities of using the instruments of state financial policy to provide it at the current stage of development of Ukrainian society. The scientific approaches to categorizing the living standard, the quality of life are
summarized, their multiversity and complexity are shown, and the author's position is outlined. The relationship between poverty and level of live as well as quality of life has been traced. The features of the use of the main financial instruments of the state financial policy are determined, attention is paid to the factors that characterize the specifics of their use in a particular country. The dynamics of key indicators of Ukraine's fiscal policy during 2009-2018 is analyzed. The strengthening of the regulatory function of fiscal policy is noted. The problems of Ukraine's debt policy during 2009-2018 are highlighted and its restrictive influence on the implementation of social programs is shown. The necessary measures to regulate the budget deficit and manage the public debt are listed. The emphasis is on the priority directions of tax policy. It is shown that both the fiscal and social effectiveness of individual instruments and tax policy instruments are low. The factors of the weakness of the influence of its instruments on observance of the principle of social justice in society are generalized. The priority directions of the state financial policy in the context of the implementation of budget decentralization in Ukraine, advantages and disadvantages of its implementation are outlined. The analysis of the share of social expenditures in the expenditures of the Consolidated Budget of Ukraine during 1999-2018 has been analyzed and the conclusion is made about active budget policy in the area of expenditures and at the same time insufficiently effective in the conditions of a weak revival of economic dynamics. The focus is on the need for the coordinated use of a combination of instruments of public finance policy, depending on strategic and tactical tasks and benchmarks.
