UK: В статті розглянуто теоретичні основи децентралізації як важливий процес в формуванні нової системи адміністративно-територіального устрою і місцевого самоуправління. Доведено, що з прискоренням змін в нашому житті зростала нерівновага в суспільних відношеннях, збільшуються ризики і ускладняється управління в бізнесі та в державних структурах. Пріоритет економічних стимулів (безпосередньо «гроші») все більш конкурує з іншими соціальними цінностями (довіра до влади, справедливість, національні традиції). отже ціннісний підхід в моделях розвитку стає і більш зрозумілим, і більш необхідним. В дослідженні виділені складові потенціалу розвитку в поєднанні з базовими і новими цінностями, а також доведено, що реформи та їх успіх базуються на об’єктивних причинах наявного розбалансу зв’язків між владними структурами і громадами.

новой системы административно-территориального устройства и местного самоуправления. Доказано, что с ускорением изменений в нашей жизни возрастала неравновесие в общественных отношениях,
увеличиваются риски и осложняется управления в бизнесе и в государственных структурах. Приоритет
экономических стимулов (непосредственно «деньги») все более конкурирует с другими социальными ценностями (доверие к власти, справедливость, национальные традиции). следовательно ценностный подход в моделях развития становится и более понятным и более необходимым. В исследовании выделены составляющие потенциала развития в сочетании с базовыми и новыми ценностями, а также доказано, что реформы и их успех базируются на объективных причинах имеющегося разбаланса связей между властными структурами и общинами.
EN: The article considers the theoretical basis of decentralization as an important process in the formation of a new system of administrative-territorial organization and local self-governance. It is noted that decentralization proceeds from the provisions of the economic theory of development, according to which the quality of management of the development of territories depends on the use of local conditions and the degree of possession and disposal on the ground with all available resources. It has been proved that decentralization is a process that brings the general population closer to management in its territory within the framework of existing legislation and state programs of regional policy. In the value approach, the “attitude to the territory” of the authorities, the understanding of the “special status” of the territories is highlighted. Valuable approach is used for the new model of zoning of territories, for the relation to institutional innovations. Authors, considering the region as an administrative-territorial entity, is proposed to proceed from the standpoint of a value-based approach. The value of the territory, or more precisely, of the territorial system, as its quality in ensuring the strategy of state development and as a quality in ensuring the well-being of people living in this territory is determined. The regional values of the Kharkiv region, which constitute the potential of the regional territory, are determined, the reasons for the increase of the interest of scientists and managers in the theme of “values”, in particular, the values characterizing the relations between “government and the community”. It has been proved that with the acceleration of changes in our life the imbalance in social relations has increased, risks are increasing and governance in business and government structures has become more complicated. The priority of economic incentives (directly “money”) is increasingly competing with other social values (trust in power, justice, national traditions). Therefore, the value-added approach in development models becomes both more understandable and more necessary. The study identifies the components of development potential in conjunction with the underlying and new values, and also demonstrates that reforms and their success are based on objective reasons for the existing imbalance of ties between government structures and communities.
