UK: Стаття присвячена аналізу соціально-економічного впливу діяльності внутрішньо переміщених осіб (ВПО) на агропродовольчий ринок України у 2014–2025 рр. На основі узагальнення напрацювань міжнародних організацій та національних інституцій, а також просторового аналізу розміщення ВПО, у роботі
окреслено хвилеподібну динаміку переміщення, концентрацію переселенців у приймаючих регіонах і сільських громадах, трансформацію локального ринку праці та попиту на соціальну інфраструктуру. Показано, що, попри зростання пропозиції робочої сили, рівень формальної зайнятості ВПО в аграрному секторі економіки залишається низьким; поширені неформальні та сезонні форми роботи, існують бар’єри доступу до ресурсів, проблеми професійної невідповідності. Водночас зафіксовано позитивні практики: мікрогранти й програми відновлення засобів для існування стимулюють самозайнятість, кооперацію та малі агропроєкти, що підсилюють продовольчу безпеку, створюють робочі місця й зміцнюють соціальну згуртованість. Запропоновано напрями політики: таргетовані грантові інструменти для агростартапів ВПО, розвиток кооперації, професійне навчання й перекваліфікація, підтримка доглядової інфраструктури, прискорення розмінування та доступ до фінансування.
EN: The article has been devoted to the analysis of the socio-economic impact of the internally displaced persons
(IDPs) activities on the agri-food market of Ukraine in 2014–2025. Given the unprecedented scale of internal
migration after 2022, IDPs have significantly changed the demographic and labor landscape of rural areas, while
at the same time actualizing the need for scientific understanding of their contribution to agricultural production.
Based on the generalization of the developments of international organizations and national institutions, as well
as the spatial analysis of the IDPs placement, the paper outlines the wave-like dynamics of displacement, the
concentration of IDPs in host regions and rural communities, the transformation of the local labor market and the
demand for social infrastructure. It is shown that, despite the growth of labor supply, the level of formal employment
of IDPs in the agricultural sector of the economy remains low; informal and seasonal forms of work are common,
there are barriers to access to resources (land, finance, equipment), problems of professional non-conformity. At
the same time, positive practices have been recorded: microgrants and livelihood restoration programs stimulate
self-employment, cooperation, and small-scale agricultural projects that strengthen food security, create jobs, and
strengthen social cohesion. The article identifies the impact of IDPs on the agri-food market, taking into account regional characteristics and opportunities for integration into agricultural activities. The analysis of the scale and
dynamics of displacement, mapping of the placement of IDPs, assessment of effects on the rural labor market,
generalization of successful integration cases and identification of barriers and opportunities for entrepreneurship
are carried out. Policy areas are proposed: targeted grant instruments for IDP agricultural startups, cooperation
development, vocational training and retraining, support for care infrastructure, acceleration of demining, and access
to funding. The results obtained form the basis for informed management decisions in the war and post-war periods.
