UK: У статті досліджено адаптацію монетарної політики як складової організаційно-економічного механізму державного управління України під впливом воєнних ризиків у 2021–2024 рр. На основі порівняння довоєнного, кризового, адаптаційного та стабілізаційного етапів показано трансформацію цілей, інструментів
і каналів передавання імпульсів монетарної політики. Узагальнено зміни ключових параметрів (облікова
ставка, інфляція, курс, міжнародні резерви, борг, дефіцит бюджету), розкрито координацію монетарних
і фіскальних заходів у забезпеченні макрофінансової стійкості. Обґрунтовано перехід від класичної антиінфляційної парадигми до мобілізаційно-адаптивної конструкції з пріоритетом стабілізації очікувань, керованої гнучкості курсу, підтримки ліквідності та боргової стійкості. Сформульовано напрями післявоєнної
нормалізації: поетапне зниження ставки, розширення ринкового фінансування бюджету, відновлення повної передбачуваності режиму таргетування інфляції та укріплення трансмісійного механізму.
EN: The paper examines the adaptation of monetary policy as a component of Ukraine’s organizational-economic
mechanism of public governance under wartime risks during 2021–2024. The purpose of the article is to substantiate
the theoretical and methodological approaches to the adaptation of monetary policy as a component of the
organizational and economic mechanism of public governance under wartime risks. Using a staged comparison
(pre-war, crisis response, adaptation, stabilization), it documents how objectives, instruments and transmission
channels of monetary policy were reconfigured to preserve macro-financial stability. The analysis combines
descriptive statistics for the policy rate, inflation, exchange rate, international reserves, public debt and fiscal deficit
with an institutional reading of policy coordination between the NBU and the Government. We show a deliberate shift
from a conventional inflation-targeting paradigm toward a mobilization-adaptive framework prioritizing expectation
anchoring, managed exchange-rate flexibility, liquidity support to the banking system, and debt sustainability under
large-scale budgetary needs. The policy mix included a sharp policy-rate hike in 2022, temporary exchange-rate
fixing and capital-flow measures, targeted government bond purchases, and the use of sizable external financing that helped rebuild reserves and reduce inflation in 2023 while containing currency volatility. Despite a markedly
higher debt-to-GDP ratio and persistent fiscal pressures, the 2024 stance indicates gradual normalization with lower
policy rates and sustained reserve buffers, pointing to improved resilience of the financial system. The paper outlines
a roadmap for post-war normalization: a data-driven, phased policy-rate reduction; restoration of a fully predictable
inflation-targeting regime; transition from administrative to market-based FX management; deepening of domestic
debt markets to substitute monetary financing; and strengthening of the interest-rate and expectations channels to
enhance transmission. These measures aim to lock in disinflation gains, reduce fiscal-monetary dominance risks,
and support private investment during reconstruction while safeguarding external stability.
