UK: У сучасних умовах трансформації системи публічного управління в Україні, зокрема в контексті впрова-дження реформи децентралізації, зростає значення місцевих програм і проєктів як інструментів реалізації со-ціально-економічного потенціалу територіальних громад. У статті здійснено комплексний аналіз ролі та зна-чення таких програм у забезпеченні сталого розвитку громад, враховуючи економічні, соціальні, адміністрати-вні та інституційні аспекти. Розглянуто передумови активізації локального програмного підходу на місцях, зо-крема розширення повноважень органів місцевого самоврядування, збільшення власних бюджетів громад, поси-лення відповідальності за результативність місцевої політики та зростання очікувань населення щодо якості публічних послуг. На основі опрацювання наукових джерел, практичних кейсів та аналітичних матеріалів, у тому числі рекомендацій міжнародних організацій, зокрема OECD, обґрунтовано важливість переходу громад до програмно-цільового методу управління, що дозволяє встановлювати чіткі цілі, показники досягнення резуль-татів і ефективно використовувати ресурси. Проаналізовано типові напрями реалізації місцевих програм, серед яких: розвиток транспортної, комунальної та соціальної інфраструктури, покращення якості освіти та охо-рони здоров’я, енергоефективність, цифровізація, підтримка малого і середнього підприємництва, охорона до-вкілля, підвищення безпеки та соціальної згуртованості населення. У статті наголошується, що ефективність програм залежить від якості стратегічного планування, залучення громадськості, прозорості процесів, компе-тентності виконавців, наявності сталих джерел фінансування та моніторингу результатів. Зазначено, що на-разі громади стикаються з низкою викликів, серед яких – кадровий голод, відсутність довгострокових страте-гій, низька активність мешканців у процесах ухвалення рішень, складнощі з міжмуніципальним співробітницт-вом та впровадженням інноваційних підходів. Водночас, на прикладах окремих громад показано, що навіть в умовах обмежених ресурсів можливо досягати значних результатів завдяки ефективному проєктному менедж-менту, співпраці з міжнародними партнерами, участі в конкурсах грантів і залученню місцевого бізнесу.
EN: In the current conditions of the transformation of the public administration system in Ukraine, in particular in the context of the implementation of the decentralization reform, the importance of local programs and projects as tools for realizing the socio-economic potential of territorial communities is growing. The article provides a comprehensive analysis of the role and significance of such programs in ensuring the sustainable development of communities, taking into account economic, social, administrative and institutional aspects. The prerequisites for activating the local program approach on the ground are considered, in particular, expanding the powers of local government bodies, increasing communities' own budgets, strengthening responsibility for the effectiveness of local policy and increasing the population's expectations regarding the quality of public services. Based on the analysis of scientific sources, practical cases and analytical materials, including recommendations from international organizations, in particular the OECD, the importance of communities' transition to a program-targeted management method is substantiated, which allows setting clear goals, indicators of achieving results and using resources effectively. Typical areas of implementation of local programs are analyzed, including: development of transport, municipal and social infrastructure, improvement of the quality of education and healthcare, energy efficiency, digitalization, support for small and medium-sized businesses, environmental protection, increased safety and social cohesion of the population. The article emphasizes that the effectiveness of programs depends on the quality of strategic planning, public involvement, transparency of processes, competence of implementers, availability of sustainable sources of financing and monitoring of results. It is noted that currently communities face a number of challenges, including staff shortage, lack of long-term strategies, low activity of residents in decision-making processes, difficulties with intermunicipal cooperation and implementation of innovative approaches. At the same time, examples of individual communities show that even in conditions of limited resources it is possible to achieve significant results thanks to effective project management, cooperation with international partners, participation in grant competitions and involvement of local business.
