UK: У статті запропоновано напрями розвитку вітчизняних фінансово-бюджетних позицій як інструментів економічного розвитку України в контексті євроінтеграційних процесів. Запропоновано на ліквідацію певних прогалин у вказаних сферах внести зміни до Бюджетного кодексу України замінивши «принципи бюджетної системи» на «бюджетні принципи», замі-нити принцип ефективності та результативності на принцип належного управління бюджетними коштами та продукти-вності, а також передбачити гл.18 «Відповідальність та заходи впливу за вчинені порушення бюджетного законодавства» Бюджетного кодексу України відповідальність за недотримання принципу належного управління бюджетними коштами та продуктивності. На удосконалення державного управління євроінтеграційним процесом в Україні запропоновано створення Офісу з державних фінансів Кабінету Міністрів України на реалізацію рекомендації Європейської комісії щодо формування органу координації щодо адміністративних процесів в межах системи власних ресурсів з метою підвищення обізнаності клю-чових зацікавлених сторін. На вирішення значної кількості прогалин в сфері управління державними фінансів, яка є визначаль-ною в контексті належного урядування, запропоновано структуру Законів України «Про управління державними фінансами в Україні» «Про державний фінансовий контроль в Україні». Розробка та прийняття таких Законів сприятиме упорядку-ванню питань управління державними фінансами загалом та державного фінансового контролю зокрема, забезпечить ефе-ктивне функціонування системи управління державними фінансами та економічний розвиток нашої України, а також спри-ятиме як найскорішій європейській інтеграції Україні.
EN: The article elaborates the directions of development of domestic financial and budgetary positions as tools of economic development of Ukraine in the context of European integration processes. It is proposed to eliminate certain gaps in the specified areas to make changes to the Budget Code of Ukraine by replacing «principles of the budget system» with «budget principles», to replace the principle of efficiency and effectiveness with the principle of proper management of budget funds and productivity, as well as to provide in Chapter 18 «Responsibility and measures of influence for committed violations of budget legislation» of the Budget Code of Ukraine responsibility for non-compliance with the principle of proper management of budget funds and productivity. To improve the state management of the European integration process in Ukraine, it is proposed to create the Office of Public Finance of the Cabinet of Ministers of Ukraine to implement the recommendation of the European Commission on the formation of a coordination body for administrative processes within the system of own resources in order to raise the awareness of key stakeholders. To solve a significant number of gaps in the field of public finance management, which is decisive in the context of good governance, the structure of the Law of Ukraine «On Public Finance Management in Ukraine» is proposed, the development and adoption of which will contribute to the streamlining of public finance management issues, and therefore ensure the effective functioning of the public finance management system.Based on a critical analysis of the Law of Ukraine «On the Basic Principles of State Financial Control in Ukraine», its significant gaps were identified, which allowed the structure of the new Law of Ukraine «On State Financial Control in Ukraine» to be proposed in the context of European financial control practice. The formation of the proposed structural positions of the draft of such a Law with its subsequent approval will ensure the necessary updating of the basic regulatory provisions of state financial control, which corresponds to European approaches, and therefore will contribute to both the earliest European integration of Ukraine and the increase in the efficiency of the use of budget funds and state property. The cumulative implementation of the proposed provisions will significantly strengthen the domestic financial and budgetary positions, which will contribute to economic stabilization and further development in our country.
