Бюджетне регулювання регіонального розвитку в контексті децентралізації бюджетної системи України

Abstract

UK: У статті викладено результати реалізації реформи бюджетної децентралізації. Обґрунтовано, що одним з основних інструментів передачі до органів регіонального та місцевого самоврядування від центрального уряду повноважень за розвиток регіонів і пов’язаної з ними відповідальності є фінансовий механізм та бюджет. Встановлено джерело формування бюджету та чинники його розподілу. А також інструменти бюджетного регулювання. Визначено поняття «децентралізація». Проаналізовано результати процесу бюджетної децентралізації на прикладі Дніпропетровської області. Визначено напрями удосконалення важелів регулювання регіонального розвитку в контексті децентралізації бюджетної системи України. Доведено, що подальша реалізація реформи бюджетної децентралізації та забезпечення ефективності механізму бюджетного регулювання соціально-економічного розвитку потребує розширення прав місцевих органів влади, зміцнення їх бюджетної самостійності та визначення відповідальності.

EN: This article outlines the results of the implementation of the budget decentralization reform. It substantiates that financial mechanism and budget are the main instruments, which empower central government to transfer regional development and related responsibilities to regional and local government bodies. Subsequently, this paper establishes the source of budget formation and factors of its distribution, while determining the tools of budgetary regulation. The current work also gives the definition of "decentralization". Results of the budget decentralization process of Dnipropetrovsk region serve as a main example in the analysis. Additionally, this article provides the directions of improvement in regional development regulation in the context of decentralization of Ukrainian budgetary system. Finally, it concludes that further realization of the budget decentralization reform and accompanying effectiveness of (budgetary regulation) mechanism of socio-economic development requires the expansion of the local authorities rights, strengthening theirs budgetary autonomy and promotion of autonomous determination of responsibilities.
