Ефективність застосування цифрових технологій в інформаційно-комунікаційній системі державного управління в сфері охорони здоров’я

Abstract

UK: У сучасних умовах ефективність управління об'єктами господарювання багато в чому залежить від якос-ті інформаційного забезпечення органів управління цими об'єктами. Наявність достовірної, своєчасно одер-жуваної і оптимальної за обсягом інформації про стан об'єктів та тенденції їх розвитку має сприяти виро-бленню і прийняттю найбільш оптимальних та ефективних рішень з управління охороною здоров'я як галуззю, так і конкретними установами охорони здоров'я. У статті визначено важливість та значення застосування інформаційно-комп’ютерних технологій в державному управлінні системою охорони здоров’я. Розглянуто міс-це державного управління в процесах застосування інформаційно-комп’ютерних технологій. Охарактеризо-вано рівні впровадження інформаційно-комп’ютерних технологій в державному управлінні системою охорони здоров’я. Визначено особливості використання системи eHealth з метою цифровізації державного управління та реалізації медичних послуг в Україні. Доведено, що впровадження eHealth в систему охорони здоров’я вима-гає досить ретельного спостереження та налагодження комунікаційного процесу між працівниками медичної галузі, пацієнтами, кінцевими споживачами медичних послуг. Проаналізовано процес впровадження eHealth у сучасну систему охорони здоров’я в Україні. Описано основні переваги та проблеми впровадження та розвиток єдиної електронної системи охорони здоров’я eHealth. Досліджено напрями удосконалення процесу впроваджен-ня інформаційно-комп’ютерних технологій в інформаційно-комунікаційну систему державного управління в сфе-рі охорони здоров’я різних рівнів.

EN: In modern conditions, the effectiveness of management of facilities largely depends on the quality of information support of the management of these facilities. The availability of reliable, timely and optimal information on the state of facilities and trends in their development should facilitate the development and adoption of the most optimal and effective decisions on health care management in both the industry and specific health care institutions. The article identifies the importance and significance of the use of information and computer technologies in public administra-tion of the health care system. The place of public administration in the processes of application of information and computer technologies is considered. The levels of introduction of information and computer technologies in the state management of the health care system are characterized. The peculiarities of using the eHealth system for the purpose of digitalization of public administration and realization of medical services in Ukraine are determined. It has been proven that the implementation of eHealth in the health care system requires careful monitoring and communication process between healthcare professionals, patients, end users of health services. The characteristic of the technological accounting tool, which is the main component of the eHealth system, is given. The process of eHealth implementation in the modern healthcare system in Ukraine is analyzed. The main advantages and problems of the implementation and development of a single electronic health care system eHealth are described. The directions of improvement of the process of introduction of information and computer technologies in the information and communication system of public administration in the field of health care of different levels are investigated, namely: realization of the project of development of innovative information and computer system on communication between health care institutions concerning treatment patient, implementation of the project of development of the database on doctors and personnel reserves of different levels, implementation of the project of development and formation of the database on the state of public health.
