Теоретичні підходи й особливості формування стратегії соціально-економічного розвитку країни через призму регіоналізації та глокалізації

Abstract

UK: У загальних рисах розглянуто економічну категорію «стратегія соціально-економічного розвитку» на рівні держави та регіону. Розкрито зв'язок між соціальною та економічною складовими частинами стратегії розвитку держави чи окремої території (регіону). Окреслено мету і стратегічні цілі макроекономічної політики країни для досягнення оптимального економічного рівня розвитку її господарського комплексу. Висвітлено особливості формування стратегії соціально-економічного розвитку регіонів із позиції відомих напрямів сучасних досліджень базових і неокласичних теорій. Проаналізовано цілі та етапи проведення реформ регіонального розвитку для підвищення конкурентного статусу території. Визначено обмеження і негативні чинники, що впливають на реалізацію можливостей регіону. Розглянуто проблеми стратегічного планування та пріоритетні напрями регулювання соціально-економічного розвитку в економічній політиці України.

EN: The article substantiates the relevance of the chosen subject matter, which consists in the necessity of developing definite approaches to the forming of an efficient strategy of the national, regional or a separate area growth with a focus on the priority directions that regulate the social-economic development in the economic policy. Indeed, when the Euro-international course was chosen, the given vector of the national economic development goes sometimes at faster tempo of the social-economic reforms by the EU standards, sometimes slows down due to the political battles and economic hardships. With all chances of becoming a successful state, Ukraine is unable to timely mobilize and efficiently apply all necessary resources at the required moment. Acquiring skills of the correct management of the available recourses, including human resources, is a crucial task of any national government. That is why there is a need of developing the strategy of the national economic growth through the prism of regionalization considering the social needs. Proving its implementation, it is possible to bring the country to the high global ratings by the economic and social criteria. The article sets forth the objective of the research, which consists in determining the conceptual approaches and formation peculiarities, directions in regulating the social-economic development of the country and its regions. The research studies the economic category “strategy of the social-economic development” on the national and regional levels. It also reveals the relationship between its social and economic components. The article analyzed the objectives and stages of the regional development reforming so that to increase the competitive status of the area. It also defined the limits and negative factors affecting the realization of the region’s potential. After studying the problems of strategic planning of the nation’s and regional social-economic development, the priority directions of regulating the social-economic development in the Ukraine’s economic policy were determined.
