Зарубіжний досвід державного управління інноваційно-технологічним розвитком економіки

Abstract

UK: Мета статті полягає в аналізі основних механізмів реалізації інноваційних стратегій розвинутих країн світу і формулювання на цій основі пропозицій, спрямованих на активізацію інноваційної діяльності в Україні. На основі аналізу, порівняння та узагальнення зарубіжного досвіду державного регулювання науково-технічної та інноваційної діяльності, визначено ключові методи стимулювання інноваційного розвитку таких країн світу як Японія, США, Франції, Німеччини та Фінляндії. Визначено особливості реалізації інноваційної політики в Україні та причини поглиблення відставання від світових лідируючих країн-інноваторів. Запропоновано напрями вдосконалення механізму інноваційно-технологічного розвитку України з урахуванням зарубіжного досвіду, для успішної реалізації яких потрібні злагоджені дії держави, регіонів, підприємців, науковців та дослідників. Практична цінність отриманих результатів полягає у сприянні активізації державного регулювання інноваційного процесу в Україні.

EN: The purpose of the article is to analyze the main mechanisms for the implementation of innovative strategies of developed countries and based on this analyzes to make some proposals, aimed at enhancing the innovation activity in Ukraine. Based on the analysis, comparison and generalization of foreign experience of state regulation of scientific, technological and innovation activities, the key techniques to stimulate innovative development of countries such as Japan, USA, France, Germany and Finland are identified. The features of the implementation of innovation policy in Ukraine and the causes of the backlog from the world’s leading innovators countries are identified. The directions of perfection of the mechanism of innovation and technological development of Ukraine, taking into account international experience,are proposed and it is considered that successful implementation of this mechanism requires concerted action by the state, the regions, entrepreneurs, scientists and researchers. The practical value of the results of the research is to promote the activation of government regulation of the innovation process in Ukraine.
