Інвестиційна привабливість аграрного сектору України в умовах глобалізації економіки

Abstract

UK: Визначено місце і роль аграрного сектору в економіці України в умовах глобалізації та описано його сучасний стан. Розглянуто структуру агропромислового комплексу України за останні роки та визначено ефективну схему фінансування агробізнесу в сучасних економічних умовах країни. Проаналізовано основні чинники, що стримують та відштовхують прямі портфельні інвестиції в агропромисловий комплекс України. Визначено перспективи їхнього розвитку та порядок поліпшення інвестиційного клімату. Окреслено питому вагу прямих портфельних інвестицій у сільському, лісовому і мисливському господарстві. Проаналізовано потенціал подальшого зростання агропромислового сектору України і визначено стримуючі чинники його розвитку. Сформульовано основні тенденції у виробництві сільськогосподарської та продовольчої продукції. Описано чинники привабливості для інвестування в аграрний сектор та запропоновано шляхи поліпшення його стану.

RU: Определены место и роль аграрного сектора в экономике Украины в условиях глобализации и описано его современное состояние. Рассмотрена структура агропромышленного комплекса Украины за последние годы и определена эффективная схема финансирования агробизнеса в современных экономических условиях страны. Проанализированы основные факторы, сдерживающие и отталкивающие прямые и портфельные инвестиции в агропромышленный комплекс Украины. Выделены перспективы их развития и порядок улучшения инвестиционного климата, удельный вес прямых иностранных инвестиций в сельском, лесном и охотничьем хозяйстве. Проанализирован потенциал дальнейшего роста агропромышленного сектора Украины и определены сдерживающие факторы его развития. Сформулированы основные тенденции в производстве сельскохозяйственной и продовольственной продукции. Описаны факторы привлекательности для инвестирования в аграрный сектор и предложены пути улучшения его состояния.

EN: The place and role of the agrarian sectorin the economy of Ukraine are determined under the conditions of globalization and its current state was described. The structure of the agro-industrial complex of Ukraine was considered and the effective scheme of financing of agrobusiness was determined in the current economic conditions of the country. The main factors that restrain and repel FDI into the agro-industrial complex of Ukraine were analyzed. Their development prospects and the order of improvement of the investment climate were determined. The share of foreign direct investment in agriculture, forestry and hunting was outlined. The potential for further growth of Ukraine's agro-industrial sector has been assessed and the constraints of its development have been identified. The main trend sinagricultural and food products prodaction were formulated. The scientific research has shown that the most important factors of attractiveness for investment in the agricultural sector are: own raw material base (for processing and animal husbandry); convenient geography, favorable natural conditions and abundant resources; lack of fierce competition in the industry; access to powerful external markets; cheap labor; skilled personnel; possibility of fast organization of volume production; relatively low entry price; prospects for market development; unmet domestic demand, high potential of domestic consumption; high profitability of agricultural business. Although it should be emphasized that the main factors that discourage potential foreign investors from investing in the agrarian sector of Ukraine are, first of all, the unwillingness of most Ukrainian partners to comply with contractual obligations, the instability of the legislation in the country, excessive tax pressure, insufficient development of infrastructure, too expensive, communications), the underdeveloped network of commercial banks, their affiliates, credit unions in rural areas and other facts that shape the investment climate where rusty. The factors of attractiveness for investing in the agrarian sector were described and the ways to improve its condition were suggested.
