Загрози продовольчій безпеці держави

Abstract

UK: У статті проведено дослідження загроз продовольчій безпеці у сучасній науковій літературі. Виявлено недоліки наявних підходів до класифікації загроз. Розроблено авторську класифікацію загроз продовольчій безпеці, яка включає управлінські загрози на рівні державного управління та на рівні аграрних товаровиробників; ринкові загрози на рівні зовнішньоекономічної діяльності країни та на рівні внутрішнього ринку; соціальні загрози у сфері забезпечення високого рівня життя населення та у сфері забезпечення якості продукції; природні загрози, пов’язані та не пов’язані з впливом людської діяльності. Розкрито особливості інформаційних загроз продовольчій безпеці, показано їх взаємозв’язок та вплив на інші загрози. Доведено, що своєчасне та ефективне виявлення загроз продовольчій безпеці потребує інформаційного забезпечення, що є можливим під час розроблення інформаційної системи моніторингу.

RU: В статье проведено исследование угроз продовольственной безопасности в современной научной литературе. Выявлены недостатки существующих подходов к классификации угроз. Разработана авторская классификация угроз продовольственной безопасности, которая включает управленческие угрозы на уровне государственного управления и на уровне аграрных товаропроизводителей; рыночные угрозы на уровне внешнеэкономической деятельности страны и на уровне внутреннего рынка; социальные угрозы в сфере обеспечения высокого уровня жизни населения и в сфере обеспечения качества продукции; природные угрозы, связанные и не связанные с влиянием человеческой деятельности. Раскрыты особенности информационных угроз продовольственной безопасности, показаны их взаимосвязь и влияние на другие угрозы. Доказано, что своевременное и эффективное обнаружение угроз продовольственной безопасности требует информационного обеспечения, что является возможным при разработке информационной системы мониторинга.

EN: The research of threats of food safety in the modern scientific literature has been conducted. The main author’s views on the concept of food security threats and their destructive effects are shown. The drawbacks of the existing approaches to the classification of threats are revealed. It is shown that the considered classification approaches are quite difficult to use in practice for evaluation on the basis of relevant information and subsequent monitoring because of the discrepancy of the system of estimation indicators with the named potential threats. The majority of sources of classification of threats are not fully adapted to the requirements and needs of the development of a food security strategy, the formation of strategic goals, tasks and mechanisms of the state agricultural policy, because they do not have sufficient analytical basis and are mostly abstract. The author’s classification of threats to food security has been developed. It includes management threats at the level of public administration and at the level of agricultural producers; market threats at the level of foreign economic activity of the country and at the level of the domestic market; social threats in the field of ensuring a high standard of living of the population and in the field of quality assurance of products; natural threats not related and related to the impact of human activity. The proposed classification is directed to the system identification, evaluation and monitoring of threats to food safety. The peculiarities of informational threats of food safety are revealed and their interrelation and influence on other threats are shown. It is studied that information threats to food security are the extremely low information provision of market actors and the absence of systematic monitoring of food security in general, the lack of an analytical framework for assessing threats, and the ineffective organization of information interactions of participants involved in food security. It has been proved that timely and effective detection of food security threats requires information support that is possible during the development of an information monitoring system.
