Макроекономічні передумови та потенціал інноваційного зростання України в контексті Європейського технологічного партнерства

Abstract

UK: У статті обґрунтовано стратегічні напрямки використання макроекономічних і науково-технічних передумов України для формування технологічного партнерства з ЄС. Актуальність дослідження зумовлена необхідністю прискорення інноваційного прориву та системної модернізації економіки в умовах післявоєнної відбудови. Проаналізовано, що, незважаючи на військові виклики, держава зберігає критичні активи, такі як висококваліфікований людський капітал, стійкий ІТ-сектор та освітньо-наукова база. Ці активи створюють потенціал для інтеграції у європейські ланцюги створення вартості. Доведено, що розвиток національної інноваційної системи та розбудова дієвих механізмів державно-приватного партнерства є ключовими умовами забезпечення стійкого економічного зростання. Визначено, що основним бар’єром лишається низький рівень фінансування R&D, недостатня інституційна синхронізація та фрагментарність регуляторного середовища. Метою статті стало обґрунтування управлінських рішень, спрямованих на перетворення наявних макроекономічних переваг на цільовий каталізатор залучення інвестицій та технологій з Європейського Союзу. Підкреслено, що стратегічне партнерство має ґрунтуватися на принципі комплементарності: поєднанні українських інноваційних ресурсів із фінансовими, регуляторними та інституційними механізмами ЄС. Запропоновано ключові напрями управлінських рішень, включаючи інституційну гармонізацію, фінансову синергію, розвиток спільних дослідницьких кластерів та технологічних хабів. Зроблено висновок, що реалізація такої моделі забезпечить перехід України від ролі реципієнта допомоги до активного співтворця європейського інноваційного простору, сприятиме посиленню технологічного суверенітету держави та формуванню нової архітектури економічного порядку в Європі.

EN: The article provides a comprehensive substantiation of strategic directions for leveraging Ukraine's existing macroeconomic and scientific-technical prerequisites to establish a sustainable technological partnership with the European Union. The relevance of the research stems from the imperative for accelerated innovation breakthroughs and systemic economic modernization during the post-war recovery period, emphasizing the country's trajectory towards EU membership. The study employed a systemic analysis of key national assets. It was determined that despite profound military challenges, Ukraine retains critical assets, including a highly skilled human capital base, a resilient and export-oriented IT sector, and a functioning scientific and educational infrastructure. These assets form a solid foundation for integration into European value chains and the Digital Single Market. Empirical analysis, particularly in light of WIPO's Global Innovation Index, indicates strong educational outputs juxtaposed against weak institutional efficiency, confirming the existence of significant unrealized innovation potential. The primary obstacle identified remains the critically low level of R&D funding and institutional fragmentation, which prevents the effective commercialization of scientific developments. The goal of the article was to justify concrete management solutions and strategies to transform these inherent advantages into a targeted catalyst for EU investment. The research established that the formation of a strategic partnership must be based on the principle of complementarity: synthesizing Ukraine's robust internal innovation resources (human capital, engineering expertise, and deep tech potential in dual-use technologies) with the European Union's financial, regulatory. Five key areas of management decisions were elaborated: institutional integration (creating a unified coordination system aligned with EU directives), financial synergy (leveraging European instruments for R&D scaling), innovation infrastructure development (establishing joint technological clusters and dual-use laboratories), human capital focus (launching joint educational programs), and accelerated regulatory harmonization. In conclusion, the partnership between Ukraine and the EU is positioned as a strategic symbiosis. The high adaptability of Ukrainian business and the scientific potential provide a tangible opportunity for rapid integration into key European initiatives, such as the Green Deal and the Defence Innovation Scheme. The implementation of this model ensures Ukraine's transition from a recipient of aid to an active co-creator within the European innovation space, fundamentally shaping the future architecture of the economic order in Europe.
