Методичні підходи до оцінки фінансового забезпечення конкурентоспроможності регіонів України

Abstract

UK: У статті розроблено методичні підходи до оцінки фінансового забезпечення конкурентоспроможності регіонів України, які базуються на інтегральній оцінці конкурентоспроможності та фінансового забезпечення регіону. Визначено напрями інтегральної оцінки конкурентоспроможності регіону, які включають оцінку конкурентоспроможності за обсягами виробничої та збутової діяльності, за забезпеченістю трудовими ресурсами, за інноваційним розвитком, за обсягами інвестиційної діяльності. Визначено напрями інтегральної оцінки фінансового забезпечення регіону, які включають оцінку фінансового забезпечення за доходами місцевих бюджетів, за власними коштами суб’єктів бізнесу, за доходами населення, за коштами зовнішніх інвесторів. Відображено математичні та статистичні інструменти обчислення інтегральних показників та групування регіонів за рівнем фінансового забезпечення конкурентоспроможності.

EN: In the article, methodological approaches are developed to assess the financial support for the competitiveness of Ukraine’s regions, based on an integral evaluation of regional competitiveness and financial provision. The proposed framework combines analytical, statistical, and comparative methods that allow identifying the degree of interdependence between the financial capabilities of territorial units and their competitive performance in the national economic system. The directions of the integral assessment of regional competitiveness are defined, including the evaluation of competitiveness in terms of production and sales volumes, labor resource availability, innovative development, and investment activity. Special attention is paid to the role of innovation and technology transfer as driving forces of regional economic growth and structural modernization, which determine the ability of regions to adapt to global market challenges. The directions of the integral assessment of regional financial support are also identified, covering the evaluation of financial provision by local budget revenues, business entities’ own funds, household incomes, and external investors’ resources. This multidimensional approach ensures a comprehensive understanding of how various financial flows and institutional factors affect the regions’ potential to maintain sustainable development and increase competitiveness. Mathematical and statistical tools for calculating integral indicators and grouping regions by the level of financial support for competitiveness are presented, which makes it possible to classify regions according to the adequacy of their financial resources, identify disparities, and determine priority areas for improving financial mechanisms of regional policy. The obtained results can serve as a scientific basis for developing targeted strategies aimed at balancing interregional development, strengthening financial autonomy, and enhancing the overall competitiveness of Ukraine’s economy within the framework of European integration processes.
