Abstract

UK: У статті досліджено проблематику інструментів оцінювання ефективності стратегій розвитку підприємств ІТ-сфери. Вибір інструментів оцінювання стратегій розвитку залежить від розміру підприємства, його бізнес-моделі, стратегічних цілей, ринкової динаміки, технологічної специфіки, ресурсів та життєвого циклу продукту чи організації. Кількісні інструменти, такі як KPIs, фінансові показники BSC, Gap-аналіз, IT-метрики, забезпечують об’єктивність, вимірюючи фінансові та операційні результати. Якісні інструменти, такі як SWOT-аналіз, PESTEL-аналіз, якісні аспекти BSC, агільні методології, аналізують контекст, оцінюючи нематеріальні результати. Збалансована система показників комбінує як фінансові показники, так і якісні показники, сприяючи комплексному підходу. Поєднання обох груп інструментів оптимізує оцінювання стратегії, але їх вибір залежить від пріоритетів підприємства ІТ-сфери, балансуючи між точністю та витратами.

EN: The article examines the issue of selecting tools for assessing the effectiveness of IT enterprise development strategies in a dynamic market environment and rapid technological change. It is found that the choice of tools depends on a set of factors, including the size of the enterprise, its business model (outsourcing, product development), strategic goals (innovation, scaling, cost leadership), market dynamics (competition, supply and demand), technological specificity, available resources, and the stage of the product or organization's life cycle (launch, growth, maturity, decline). Quantitative tools, such as key performance indicators (KPIs: NPS, time to market, MTTR), financial metrics of the balanced scorecard (BSC: ROI, NPV, CBA), Gap analysis (comparison of current and target indicators), and IT-specific metrics (deployment frequency, technical debt), provide objectivity and accuracy by measuring financial, operational, and technical results. Qualitative tools, including SWOT analysis, PESTEL analysis (Political, Economic, Social, Technological, Environmental and Legal factors), qualitative aspects of BSC (Customer Perception, Innovation Culture) and Agile methodologies (Scrum, Kanban, Retrospectives), focus on contextual analysis, assessing intangible assets such as customer loyalty or team adaptability. The Balanced Scorecard stands out as a combined tool that integrates financial metrics (ROI, NPV, CBA) with qualitative indicators (culture, collaboration), contributing to a comprehensive assessment of strategies. The combination of quantitative and qualitative tools optimizes the assessment, allowing IT companies to adapt to change and increase competitiveness. However, the choice of tools depends on the priorities of the enterprise at different stages of the life cycle, which requires a balance between assessment accuracy, time and resource costs. In the perspective of further research, the development of an adaptive methodology for integrating tools taking into account digital transformation and technological trends is proposed to ensure the sustainable development of IT enterprises.
