Методичний підхід до оцінки інноваційно-інформаційних змін

Abstract

UK: Стаття присвячена розробці методичного підходу до оцінки інноваційно-інформаційних змін в національній економіки як складного об’єкту дослідження, що характеризується системою індикаторів та показників оцінки. Доведена актуальність оцінювання інноваційно-інформаційних змін, враховуючи роль каталізатора, яку такі зміни виконують в національній економіці. Розглянуто сформовані науковою спільнотою методичні основи оцінювання складних багатогранних процесів і явищ, до яких відносяться інноваційно-інформаційні зміни в національній економіці. Обґрунтовано необхідність розробки методичного підходу до оцінки інноваційно-інформаційних змін, що враховував би специфіку інноваційно-інформаційних змін як об’єкта дослідження, уточнення його складових. Сформовано методичний підхід до оцінки інноваційно-інформаційних змін, що складається з умовно-перманентної та ітеративно-варіативної складових, які в свою чергу поділяються на стадії та блоки. Методичний підхід дозволяє здійснювати оцінку інноваційно-інформаційних змін на підставі системи індикаторів оцінки та відповідних їм показників, з врахуванням вагомості кожного.

EN: The article is devoted to the development of a methodical approach to the assessment of innovative and informational changes in the national economy as a complex object of research characterized by a system of indicators. The relevance of evaluating innovative and informational changes is proven, taking into account the catalytic role that such changes play in the national economy. Research materials are scientific works of modern domestic scientists, devoted to the study of socio-economic systems, processes and phenomena inherent in such systems, approaches to their evaluation and various stages of its implementation. Methodological bases for evaluating complex multifaceted processes and phenomena, which include innovative and informational changes in the national economy, formed by the scientific community are considered. The need to develop a methodical approach to the assessment of innovative and informational changes, which would take into account the specifics of innovative and informational changes as an object of research, specifying its components, is substantiated. The research was based on the application of scientific methods of theoretical generalization, analysis and synthesis (to study the methodological foundations of the evaluation of processes and phenomena in socio-economic research), systematization (to determine the components of the methodical approach to the evaluation of innovative and informational changes, methods used in its implementation), logical generalization of results (formulation of conclusions). A methodical approach to the evaluation of innovative and informational changes has been formed, which consists of conditional-permanent and iterative-variable components, which in turn are divided into stages and blocks. The methodological approach allows for the assessment of innovative and informational changes based on the system of assessment indicators, taking into account the importance of each. The application of the proposed methodical approach will allow to determine the degree of innovative and informational changes in the national economy, to carry out their typology on this basis and to determine the impact of innovative and informational changes on the functioning of the national economy.
