Порівняльний аналіз розвитку галузі інформаційних технологій в Німеччині та Індії: уроки для України

Abstract

UK: У статті проведено аналіз тенденцій й розвитку галузі інформаційних технологій в Німеччині та Індії. Співставляються витрати цих держав та їх підприємств на розвиток ІТ, розвиток галузі ІТ в розвиненій країні – Німеччині та в країні, що розвивається, контрастується – Індія. Аналізується ІТ – спеціалізація кожної країни, специфічні програми підтримки та заохочення ІТ – інвестицій. Встановлено, що німецька ІТ – індустрія відносно спеціалізована на енергозабезпеченні та захисті інформації, в Індії увага концентрується на розвитку галузі ІТ – аутсорсингу. Також авторами критично аналізується ситуація в індустрії інформаційних послуг України та наводяться рекомендації щодо напрямів впровадження корисного досвіду ІТ сфери Індії та Німеччини. Такими рекомендаціями є: поширення серед населення англійської мови, створення технопарків та спеціальних економічних зон, оцифровування усієї економіки, підтримка малого та середнього бізнесу, стимулювання попиту на ІТ-продукти як кінцевих споживачів, так і підприємств, що слугуватиме більш ефективному розвитку економіки України.

EN: The article analyzes information technology industries in Germany and India. There were presented countries expenditures for information technology services both of enterprises and government. Contrasting analysis is undertaken between IT – industry in a developed country, such as Germany, and in a developing country such as India. There are showed a specialization in IT sector of each country, specific stimulation programs to enforce their potential. It was discovered that Germany focuses their IT – industry on energy saving and information protection, while India concentrates on development of the IT – outsourcing. Also article presents the critical analysis of present situation in the corresponding industry of Ukraine and highlights recommendations concerning implementation of the useful experience of IT – industry development in India and Germany. Such recommendations are: encouraging population by government to learn English, creating technology parks and special economic zones, digitizing the entire economy, supporting small and medium businesses, stimulating demand for IT products among the population and enterprises, which will increase more efficient development. Such recommendations are: government driven encouraging of learning English in the society, creating technology parks and special economic zones, digitalization of the entire economy, supporting small and medium businesses, stimulating demand for IT products among the final consumers and enterprises, which will compliment to more efficient development of Ukraine.
