Abstract

UK: В статті розглянуто важливі питання сучасного розвитку дипломатії у контексті тріади сил екологічного взаємовпливу в міжнародних економічних відносинах. Сучасна міжнародна екологічна політика має ознаки динамічної, консолідуючої й дипломатичної сфери діяльності, спрямована на екологізацію простору життя людства, прийняття відповідальних рішень країн в економічних трансформаціях. Охарактеризовано причини загострення питань екологічної безпеки у сфері природокористування й ресурсного споживання, що зумовлюють політичні конфронтації, соціально-економічні напруги та екологічні конфлікти між країнами. Констатовано, що науково-практичні дослідження екологічного змісту оновлюють концепт міжнародних відносин через поєднання інструментарію політики, економіки та екології. Тріада сил дипломатії – досягнення балансу інтересів на основі політики стримувань і противаги, що може зумовлювати економічні та екологічні екстерналії. Дипломатія включає різні процеси і явищ, що сприяють встановленню і підтриманню контактів між сторонами комунікацій, міжнародної співпраці країн і досягнення стратегічних цілей. Дипломатія різноманітна за видами, функціональна, інтерактивна і амбівалентна в розвитку. Визначена необхідність комплексного моніторингу середовища функціонування країн світу для умов раціонального природокористування, залучення екологічних інвестицій і диверсифікації міжнародних економічних відносин на основі екологічних індикаторів. Вони відображають стан ресурсного забезпечення, екосистемних можливостей і ризиків на планеті. Констатовано, що в рамках багатосторонніх угод і сил дипломатії, країни співпрацюють за міжнародними протоколами і конвенціями екологічного спрямування. Характер і зміст кожного договірного режиму є результатом «перемовин – дипломатії – компромісу» учасників із різними стимулами, ринковими перевагами і владою. Транснаціональні правила інституціолізовані від авторитетних і обов’язкових правових документів до декларативних норм, добровільних стандартів і режимів регулювання, від примус до соціалізації. Дипломатія має набути особливого визнання в стратегічних і реальних діях суспільства, в актах доброї волі й справедливості, захисту миру та екологічних інтерес всіх країн світу.

EN: The article considers important issues of modern development of diplomacy in the context of the triad powers of environmental interinfluence in international economic relations. Modern international ecological policy has signs of dynamic, consolidating and diplomatic sphere of activity, aimed at ecologizing the space of human life, making responsible decisions of countries in economic transformations. The reasons for the exacerbation of environmental safety issues in the field of environmental management and resource consumption, which are caused by political confrontations, socioeconomic tensions and environmental conflicts between countries, are described. It is stated that scientific and practical studies of ecological content update the concept of international relations through a combination of instrument of policy, economics and ecology. The triad power of diplomacy means the balance of interests on the basis of checks and counterpoises, which can determine the economic and environmental externalities. Diplomacy includes various processes and events that facilitate the establishment and maintenance of contacts between the parties to communications, international cooperation of countries and the achievement of strategic goals. Diplomacy varies by species, functional, interactive and ambivalent in development. The necessity of integrated monitoring of the environment of functioning of countries of the world for the conditions of rational use of nature and resources, attraction of ecological investments and diversification of international economic relations on the basis of ecological indicators is determined. They reflect the state of resource provision, ecosystem capabilities and risks on the planet. It was stated that within the framework of multilateral agreements and diplomatic powers, countries cooperate in accordance with international protocols and environmental conventions. The nature and content of each treaty regime is the result of "negotiations – diplomacy – compromise" of the participants with different incentives, market benefits and rule. Transnational rules are institutionalized from authoritative and mandatory legal documents to declarative norms, voluntary standards and regimes of regulation, from coercion to socialization. Diplomacy should receive special recognition in the strategic and real actions of society, in the acts of good will and justice, protection of peace and ecological interest of all countries of the world.
