Управління ефективністю та митними ризиками в логістичних процесах зовнішньоекономічної діяльності

Abstract

UK: У статті досліджено сутність, функції, складники та ознаки митної логістики. Визначено ризики, які виникають у логістичних процесах зовнішньоекономічної діяльності, та розкрито шляхи їх попередження й мінімізації. Розглянуто структуру митної логістики в Україні на мезорівні, в якій нещодавно відбулися зміни. Розкрито 14 митних режимів згідно з Митним кодексом України. Визначено переваги новоприйнятого закону «про митний безвіз». Проаналізовано зміни в умовах поставки згідно з новою редакцією «Інкотермс 2020». Проведено порівняння агрегованого Індексу ефективності логістики ТОП-10 країн із викосим рівнем доходів, України, Російської Федерації, Білорусі й Молдови, ці країни були вибрані для порівняння результатів саме з Україною, оскільки вони є нашими сусідами та митну справу розбудовували паралельно після розпаду СРСР.

RU: В статье исследованы суть, функции, составляющие и признаки таможенной логистики. Определены риски, возникающие в логистических процессах внешнеэкономической деятельности, и пути их предупреждения и минимизации. Рассмотрена структура таможенной логистики в Украине на мезоуровне. Раскрыто 14 таможенных режимов согласно Таможенному кодексу Украины. Определены преимущества принятого закона «о таможенном безвизе». Проанализированы изменения в условиях поставки согласно новой редакции «Инкотермс 2020». Проведено сравнение агрегированного индекса эффективности логистики ТОП-10 стран с высоким уровнем доходов, Украины, Российской Федерации, Беларуси и Молдовы, эти страны были выбраны для сравнения результатов именно с Украиной, поскольку они являются нашими соседями и таможенное дело развивали параллельно после распада СССР.

EN: In the context of the integration and harmonization of the customs legislation of Ukraine to the requirements of the European Union, there is a need to optimize and improve the customs logistics process, with the aim of minimizing customs risks, increasing its efficiency by reducing the cost of moving and customs control of cargo. Logistics is one of the most radical and effective tools for reducing costs along the entire length of the material flow chain.Eurologistics, defines the directions of integration of Ukraine into the European and world transport logistics systems, and customs activity aims to ensure its economic security in the conditions of globalization of the world economy. Customs logistics with its objective field has foreign trade flows as they cross the customs border of the country and their customs processing. The essence, functions, components of customs logistics are investigated in the article. The essential features of customs logistics have been identified. The risks that arise in the logistics processes of foreign economic activity and ways of their prevention and minimization are identified. The regional structure of customs logistics includes six levels of regional customs-logistics systems, which implement customs regimes for the flows of customs processing of goods. The structure of customs logistics in Ukraine at the level is examined. Customs regimes were opened in accordance with the Customs Code of Ukraine. Advantages of adoption of the law on «customs clearance» are determined. Changes in terms of delivery are analyzed in accordance with the new edition of Incoterms 2020. The most important stages of customs logistics are identified, which should be addressed by the participants of foreign economic activity when planning the movement of goods across the customs border, in order to minimize the risks and costs of logistics. Comparison of the aggregated Logistics Performance Index of the TOP-10 countries: Germany, Netherlands, Sweden, Belgium, Singapore, United Kingdom, Japan, Austria, Hong Kong, SAR, China, and USA; Ukraine, the Russian Federation, Belarus and Moldova has been made, the case was being developed in parallel after the collapse of the USSR.
