Аналітична характеристика практики функціонування людського капіталу в Україні та інших країнах світу

Abstract

UK: Ефективне функціонування людського капіталу стає основним засобом, за допомогою якого можливо реалізувати стратегічні задачі держави. Метою статті є здійснення аналітичної характеристики практики функціонування людського капіталу в Україні та інших країнах світу, показників розвитку людського капіталу, визначення місця України на тлі інших країн. Єдиної системи показників щодо характеристики людського капіталу не існує. В даному дослідженні сформована авторська система показників та розглянуто аналітичні характеристики практики функціонування людського капіталу в Україні та інших країнах світу. Аналіз характеристик практики функціонування людського капіталу в Україні та інших країнах світу показав порівняно низький рівень досліджених показників.

RU: Эффективное функционирование человеческого капитала становится основным средством, с по- мощью которого возможно реализовать стратегические задачи государства. Целью статьи является осуществление аналитической характеристики практики функционирования человеческого капитала в Украине и других странах мира, показателей развития человеческого капитала, определение места Украины на фоне других стран. Единой системы показателей относительно характеристики человеческого капитала не существует. В данном исследовании сформирована авторская система показателей и рассмотрены аналитические характеристики практики функционирования человеческого капитала в Украине и других странах мира. Анализ характеристик практики функционирования человеческого капитала в Украине и других странах мира показал сравнительно низкий уровень исследованных показателей.

EN: Effective functioning of human capital becomes the main means by which it is possible to realize the strategic tasks of the state. This process is only possible if there is a highly developed human capital that needs constant systematic research. The purpose of the article is to carry out an analytical description of the practice of human capital functioning in Ukraine and other countries of the world, indicators of human capital development, determination of Ukraine’s place against the background of other countries. The methodological basis of the study was a systematic approach. The theoretical basis of the study were the positions of the classical theory, the theory of human capital, contained in the works of world scholars. The author’s system of indicators was developed in this research and the following analytical characteristics of the practice of human capital functioning in Ukraine and other countries of the world: the global competitiveness index, consumer price of food products (total cost), the ratio of wages in Ukraine and other countries, the unemployment rate among the economically active population, the average life expectancy at birth, the average median age of the population, the index of environmental efficiency. These indicators somewhat broaden the existing analysis of the practice of human capital. The developed methodological provisions for the analysis of human capital, human development in Ukraine should be correlated with international methods for providing international comparisons. An analytical characteristic was conducted in the context of comparing the achievements of Ukraine and other countries in the world in order to understand Ukraine’s place on the world stage. The analysis of the characteristics of the practice of human capital in Ukraine and other countries of the world showed a relatively low level of the studied indicators. The determined state of things requires taking certain measures by the subjects who are interested in ensuring a comfortable existence of a citizen. The implementation of measures involves the continuous monitoring of the analytical characteristics of the practice of human capital.
