Місцеві запозичення і заборгованість місцевих органів влади

Abstract

UK: У статті досліджено сутність та роль місцевих запозичень як одного з важливих джерел фінансових ресурсів органів місцевого самоврядування. Місцеві запозичення є потужним фінансовим інструментом, який сприяє ефективному вирішенню поточних і довготермінових проблем, пов'язаних із фінансуванням бюджетних видатків. Розглянуто різні підходи до визначення поняття «місцеві запозичення». Досліджено основні форми місцевих запозичень в Україні. Існування місцевих запозичень викликає наявність місцевого боргу, тому було досліджено динаміку місцевого боргу за типом боргового зобов’язання та за типом кредитора за період 2014–2018 рр. Зроблено аналіз випуску облігацій місцевої позики за 2014–2018 рр. Виявлено основні проблеми розвитку ринку місцевих запозичень в Україні та запропоновано шляхи їх вирішення.

RU: В статье исследованы сущность и роль местных заимствований как одного из важных источников финансовых ресурсов органов местного самоуправления. Местные заимствования являются мощным финансовым инструментом, который способствует эффективному решению текущих и долгосрочных проблем, связанных с финансированием бюджетных расходов. Рассмотрены различные подходы к определению понятия «местные заимствования». Исследованы основные формы местных заимствований в Украине. Существование местных заимствований вызывает наличие местного долга, поэтому исследована динамика местного долга по типу долгового обязательства и по типу кредитора за период 2014–2018 гг. Сделан анализ выпуска облигаций местного займа за 2014–2018 гг. Выявлены основные проблемы развития рынка местных заимствований в Украине и предложены пути их решения.

EN: Insufficient budget financing of Ukrainian cities and regions intensifies the problem of attracting the necessary resources from other sources. Under such conditions, local budgets should seize the opportunities of the securities market by issuing local bonds and regional loans. Local borrowing is an important source of financial support for local government development and a powerful financial instrument that helps effectively address current and longterm issues related to budgeting. The purpose of the study is to study the nature and role of local borrowing as one of the important sources of financial resources of local governments and to identify the main problems that hinder the development of this segment of the economy and make proposals for their solution. The article discusses different approaches to defining the concept of local borrowing. The main forms of local borrowing in Ukraine are investigated. The main ones are loans from banks and other financial institutions, bond loans, which involve the issue of municipal bonds, loans from the Treasury Single Account. The existence of local borrowing causes the presence of local debt, so the dynamics of local debt by type of debt and by type of creditor for the period 2014-2018 were investigated. It was investigated that local debt tended to decrease over the analyzed period, which was positive for the country's economy. The most important role among the local borrowing of expensive investment projects is played by the bonds of the domestic local loan. Therefore, an analysis of the issue of local loan bonds for 2014-2018 was made. After the analysis, the main problems of development of the local borrowing market were identified. The main ones are: increasing the risk of late repayment and payment of debt obligations, lack of a mechanism to protect the rights of creditors to control the target use of borrowed funds, reducing the demand for municipal securities the deterioration of the liquidity of financial intermediaries and the distrust of the population in financial institutions. For the better functioning of the local borrowing market in Ukraine, a number of measures need to be taken, namely: introduction of a regulatory framework for issuance and placement of local loan securities, widening access of local governments to the internal and external borrowing market, simplifying the procedures for obtaining permits and registering issues. municipal bonds, to increase the reliability of investments in municipal securities, it is necessary to use state guarantees, as well as to carry out liability insurance ones.
