Особливості джерел фінансового забезпечення закладів вищої освіти в умовах конкуренції

Abstract

UK: У статті показано необхідність реформування вищої освіти у сфері поліпшення її фінансового забезпечення. Для вирішення цього завдання доведено актуальність диверсифікації джерел фінансового забезпечення вітчизняних закладів вищої освіти. Проаналізовано обсяги фінансування загального фонду університетів протягом останніх років, які хоча в абсолютних величинах дещо збільшилися, але повністю не задовольняють усіх фінансово-економічних потреб. Установлено, що недостатність обсягів державного фінансування зумовлює підвищення значущості джерел позабюджетного надходження грошових коштів. Досліджено тенденції їх формування відповідно до стратегічних і тактичних управлінських рішень керівництва закладів. Обґрунтовано напрями вдосконалення формування та підвищення ефективності використання джерел фінансового забезпечення закладів вищої освіти.

RU: В статье показана необходимость реформирования высшего образования в сфере улучшения ее финансового обеспечения. Для решения этой задачи доказана актуальность диверсификации источников финансового обеспечения отечественных заведений высшего образования. Проанализированы объемы финансирования общего фонда университетов в течение последних лет, которые хотя в абсолютных величинах несколько увеличились, но полностью не удовлетворяют всех финансово-экономических потребностей. Установлено, что недостаточность объемов государственного финансирования обусловливает повышение значимости источников внебюджетного поступления денежных средств. Исследованы тенденции их формирования в соответствии со стратегическими и тактическими управленческими решениями руководства заведений. Обоснованы направления совершенствования формирования и повышения эффективности использования источников финансового обеспечения заведений высшего образования.

EN: The article shows the need for reforming higher education in the field of improving its financial security. The volumes of financing the general fund of universities over the past few years have been analyzed, which, although in absolute terms, have slightly increased, but do not completely satisfy all financial and economic needs. In this regard, there is a need to improve the conceptual foundations of state financing of higher education institutions in accordance with economic realities. The modern system of higher education as sources of financial support requires the use of various financial instruments. For domestic universities in the current socio-economic conditions, an acute problem is the lack of financial resources that they need to carry out their statutory activities, primarily in the fields of educational and scientific activities. A relevant factor here is also the direct influence of the market of educational services in the form of competition. The solution to the problems of increasing the financial sustainability of higher education institutions can be achieved by diversifying the sources of funds. Various channels for the growth of financial resources should become a guarantee for universities to strengthen their financial and economic situation and the foundation not only for successful functioning, but also for further development. Under such conditions, the leadership of the vast majority of higher education institutions in recent years has systematically been developing and implementing optimal models of financial support with significant use of sources of extrabudgetary funding. As a result of the analysis, a positive trend was established in increasing the volume of income in special funds of universities. The tendencies of their formation are investigated in accordance with the strategic and tactical management decisions of the institution's management. Studying the peculiarities of the formation and use of financial resources by higher education institutions in order to ensure their financial and economic independence show that internal factors that are directly related to the application of optimal methods and principles of financial and economic activity are important. The directions of improving the formation and increasing the efficiency of using sources of financial support for higher education institutions are substantiated.
