Проблеми та перспективи розвитку інноваційної діяльності в Україні

Abstract

UK: У статті досліджено проблеми та перспективи розвитку інноваційної діяльності в Україні. Проаналізовано її стан, основні тенденції та характеристики. Розглянуто інноваційну політику держави та структуру джерел фінансування інноваційної діяльності, запропоновано можливі варіанти збільшення їх концентрації в інноваційному процесі. Виокремлено комплекс проблем, які гальмують та пригнічують інноваційну активність як країни, так і окремих підприємств. Розглянуто питання міграції інтелектуального потенціалу країни, відсутності ринку збуту результатів інноваційної діяльності та недостатньої кількості джерел фінансування досліджуваної сфери, їх наслідки для подальшого інноваційного розвитку України. Визначено основні завдання щодо структурної перебудови національної економіки у розрізі інноваційної діяльності. Розроблено рекомендації, спрямовані на розвиток інноваційної діяльності в Україні.

RU: В статье исследованы проблемы и перспективы развития инновационной деятельности в Украине. Проанализированы ее состояние, основные тенденции и характеристики. Рассмотрены инновационная политика государства и структура источников финансирования инновационной деятельности, предложены возможные варианты увеличения их концентрации в инновационном процессе. Выделен комплекс проблем, которые тормозят и угнетают инновационную активность как страны, так и отдельных предприятий. Рассмотрены вопросы миграции интеллектуального потенциала страны, отсутствия рынка сбыта результатов инновационной деятельности и недостаточного количества источников финансирования исследуемой сферы, их последствия для дальнейшего инновационного развития Украины. Определены основные задачи по структурной перестройке национальной экономики в разрезе инновационной деятельности. Разработаны рекомендации, направленные на развитие инновационной деятельности в Украине.

EN: Problems and prospects of innovation activity development in Ukraine are investigated in this article. Its condition main tendencies, characteristics, dynamics of innovation expenditures (costs) are analyzed. The innovation policy of the state is examined, namely the normative regulation of innovation activity, share of financing at the expense of public funds, future state strategy of this sphere, ways of its improvement to strengthen. Entrepreneurs’ interests in innovative activity are proposed. The total cost of expenditures in the areas of innovation activity of enterprises, dynamics of this indicator for recent years are investigated. The structure of financing sources of innovation activity is analyzed, possible options for increasing process are proposed. The complex of problems which slow down and put down innovative activity of both a country and individual enterprises is singled out. Disproportions are found out in sources of financing innovation activities, which cause a destabilization of the innovation sphere; between the implementation by then. The article considers the issue of imperfection of the legislative field and absence of incentives from the state, migration of intellectual potential of the country, lack of sales market results and possibility of their commercialization, insufficient number of sources of funding of the investigated sphere, their consequences for further innovative development of Ukraine. The main tasks on structural restructuring of national economy, modernization of the main financing mechanisms, applications of the national market protection and development of the system of activities that will facilitate (direct) the inflow of funds from foreign investors in terms of innovation activity are determined. The recommendations on application of an integrated approach aimed at development of innovation activity in Ukraine are developed. The importance of innovation activity as a part of the country’s economy and perspective directions for improvement of its state, solution of previously formed problems and further innovative development of economy are determined.
