Імплементація угоди з ЄС у контексті «озеленення» економіки України

Abstract

UK: У статті автор досліджує концепцію «озеленення» економіки («зелена» економіка) як ключовий виклик сучасного розвитку суспільства, розбудова якої стала закономірним трендом розвитку багатьох розвинутих країн, навіть багатих на природні ресурси. Розглянуто існуючі нормативно-правові зобов’язання щодо виконання Україною вимог Угоди про асоціацію з ЄС у частині «озеленення» економіки. Визначено ключові завдання України для виконання Угоди з ЄС та запропоновано рекомендації для прискорення цього процесу, в основі яких автор обґрунтовує можливості впровадження державної політики, спрямованої на економічне піднесення відповідно до новітніх глобальних тенденцій сталого розвитку, а саме формування циркулярної економіки; розвитку високотехнологічних галузей і еко-промисловості; реформування дозвільної системи у сфері промислового забруднення; запровадження моніторингу «зелених» змін у промисловості.

RU: В статье автор исследует модель «озеленения» экономики («зеленая» экономика) как ключевой вызов современного развития общества, развитие которой стало закономерным трендом развития многих развитых стран, даже богатых природными ресурсами. Рассмотрены существующие нормативно-правовые обязательства по выполнению Украиной требований Соглашения об ассоциации с ЕС в части «озеленения» экономики. Определены ключевые задачи Украины для выполнения Соглашения с ЕС и предложены рекомендации для ускорения этого процесса, на основе которых автор обосновывает возможности внедрения государственной политики, направленной на экономический подъем в соответствии с новейшими глобальными тенденциями устойчивого развития, а именно формирования циркулярной экономики; развития высокотехнологичных отраслей и эко-промышленности; реформирования разрешительной системы сфере промышленного загрязнения; внедрения мониторинга «зеленых» изменений в промышленности.

EN: In the article the author investigates the greening model of the economy (green economy) as a key challenge of modern society development, the development of which has become a natural trend of development of many developed countries, even rich in natural resources. The purpose of the article is to investigate the implementation of the Agreement with the EU in the context of greening the economy of Ukraine, to identify the key tasks of Ukraine in implementation the Agreement with the EU and to develop propositions on the implementation process acceleration. The focus of the modern global community is aimed at increasing the sustainability of the global economy while improving the social well-being of the population. Moreover, greening the economy is one of the top priorities of the agenda of many countries, the implementation of which is aimed at reducing the impact of negative externalities on the environment, decreasing the amount of waste and emissions at their places of localization. This problem solution will increase the economic employment of the population, stimulate the growth of incomes and jobs, and reduce the man-made impact on the environment. The research is based on general scientific methods like abstract logical, induction and deduction, systems approach; expert assessments in determining the key tasks of Ukraine for the Association Agreement between the European Union and Ukraine implementation. The existing regulatory obligations regarding Ukraine's compliance with the Association Agreement with the EU in terms of greening the economy are considered. Ukraine's key tasks for the EU Agreement implementation are determined and the recommendations for the process acceleration are made. We substantiate the possibilities of public policy implementation aimed at economic recovery in accordance with the latest global trends of sustainable development, namely the formation of a circular economy; development of high-tech industries and eco-industries; reform of the permitting system in the field of industrial pollution; introduction of monitoring of green changes in industry.
