Реалізація міграційної політики України в умовах глобалізації міжнародних міграційних процесів

Abstract

UK: Статтю присвячено дослідженню особливостей реалізації міграційної політики України в умовах глобалізації міграційних процесів. Узагальнено визначення міграційної політики за різними авторськими думками. Визначено, що міграційна політика спрямована як на планування руху населення, так і на контроль над їх переміщенням. Виявлено, що позитивний потенціал міграції можливо буде використати за рахунок ефективної та адекватної реалізації міграційної політики держави. Досліджено стан міграційних процесів в Україні. Представлено стратегічні цілі та політичні завдання міграційної політики України. Виявлено проблеми реалізації міграційної політики України та чинники, які їх формують. Доведено необхідність удосконалення міграційної політики України. Визначено основні заходи поліпшення міграційної політики України в умовах глобалізації міграційних процесів та актуальні завдання в контексті європейської інтеграції.

RU: Статья посвящена исследованию особенностей реализации миграционной политики Украины в условиях глобализации миграционных процессов. Представлены определения миграционной политики по разным авторским толкованиям. Определено, что миграционная политика направлена как на планирование движения населения, так и на контроль над их перемещением. Выявлено, что положительный потенциал миграции можно будет использовать за счет эффективной и адекватной реализации миграционной политики государства. Исследовано состояние миграционных процессов в Украине. Представлены стратегические цели и задачи миграционной политики Украины. Выявлены проблемы реализации миграционной политики Украины и факторы, которые их формируют. Доказана необходимость усовершенствования миграционной политики Украины. Определены основные мероприятия по улучшению миграционной политики Украины в условиях глобализации миграционных процессов и актуальные задачи в контексте европейской интеграции.

EN: The article is devoted to the study of peculiarities of implementation of migration policy of Ukraine in the conditions of migration processes globalization. The intensification of migration processes in the context of globalization creates the basis for the active participation of the population. It is no exception that Ukraine is a country of origin, destination and transit of migrants. The large-scale migration flows and related difficulties require Ukraine's active involvement in the implementation of migration policy, which is an urgent task of scientific search and research. In the context of global intensification of migration processes and active participation of the population of Ukraine, the need for effective state regulation in this area is increasing, which is a prerequisite for using the positive potential of migration, minimizing its negative consequences, ensuring the rights and freedoms of migrants. Identification of problems of implementation of migration policy of Ukraine is reduced to the urgent task within the national economy, taking into account aspects of international legal regulation. According to various acting opinions, the essence of Ukraine's migration policy has been investigated. The state of migration processes in Ukraine determines the need to adjust the current tasks and state measures of migration policy. The strategic goals and political objectives of Ukraine's migration policy are determined on the basis of the Strategy of State Migration Policy of Ukraine. The problems of implementation of the migration policy of Ukraine and the factors that shape them have been identified. Ukraine's active participation in world migration processes requires solving the problems of international legal regulation of labor migration, which necessitates its interaction with various subjects of international economic relations, in particular, individual countries and international organizations. The problems of implementation of the migration policy of Ukraine are reduced to the necessity of improving the measures of public administration and monitoring of migration processes, due to the political and socio-economic factors affecting the situation in Ukraine.
