Адаптація складових міжнародного досвіду з управління зовнішньою заборгованістю в Україні

Abstract

UK: У статті проведено дослідження різних підходів вітчизняних науковців щодо трактування поняття «зовнішній державний борг», було систематизовано тлумачення цієї економічної категорії. Здійснено аналіз сучасного стану зовнішньої заборгованості провідних країн світу. Крім того, наведено рейтинги країн Великої двадцятки за обсягом зовнішнього боргу та його відношенням до ВВП. Також було визначено лідерів країн G20 за зовнішньою заборгованістю на душу населення. Проаналізовано склад і структуру зовнішнього державного боргу країни з найбільшим його показником у світі (Сполучені Штати Америки). Визначено напрями управління заборгованістю США. Зазначено стан зовнішньої заборгованості та причин її виникнення в Україні. Було виділено складові міжнародного досвіду управління зовнішньою заборгованістю для їх адаптації в Україні.

RU: В статье проведено исследование различных подходов отечественных ученых относительно трактовки понятия «внешний государственный долг», были систематизированы толкования этой экономической категории. Осуществлен анализ современного состояния внешней задолженности ведущих стран мира. Кроме того, приведены рейтинги стран Большой двадцатки по объему внешнего долга и его отношением к ВВП. Также было определено лидеров стран G20 по внешней задолженности на душу населения. Проанализирован состав и структуру внешнего государственного долга страны с наибольшим его показателем в мире (Соединенные Штаты Америки). Определены направления управления задолженностью США. Указано состояние внешней задолженности и причины ее возникновения в Украине. Было выделено составляющие международного опыта управления внешней задолженностью для их адаптации в Украине.

EN: In the context of globalization, the intensity of international relations is steadily increasing. However, countries' high dependence on financial, raw materials, labor and innovative external resources poses a certain threat. Insufficient internal capacity of the state may limit the prospects of future progress and may be a lever to reduce its current state of competitiveness. That is why it is important to study the external debt situation of the leading countries of the world and to systematize the international management experience in order to adapt it to Ukraine, which is in the conditions of integration into the European Union. Despite the considerable contribution of scientists to the study of the problem, we consider it expedient to pay attention to the current state of the world external debt and to identify the main ways of improving the system of public debt management of Ukraine on the basis of international experience. The purpose of the study is to determine the current state of external debt of the leading countries of the world and to develop measures to improve the external debt management system of Ukraine. The article examines different approaches of domestic scientists to the interpretation of the concept of “external public debt”, systematized the interpretation of this economic category. The present state of external debt of the leading countries of the world is analyzed. In addition, the G20 ratings of external debt and its ratio to GDP are given. The leaders of the G20 countries in terms of external debt per capita were also identified. The composition and structure of the country's external public debt with its highest indicator in the world (United States of America) are analyzed. The directions of US debt management are determined. The state of external debt and the reasons for its occurrence in Ukraine are indicated. The components of the international experience of managing external debt for their adaptation in Ukraine were highlighted. Prospects for further research in this area is to develop recommendations on the debt strategy of Ukraine, which will reduce Ukraine's dependence on countries and organizations borrowing and investment climate.
