Механізми реалізації державної політики інновацій на регіональному рівні

Abstract

UK: В умовах інтеграції Української держави до європейського співтовариства, модернізації системи державного управління з орієнтацією на європейські стандарти гостро постає питання пріоритетності розвитку науки, впровадження новітніх технологій, масштабного поширення інновацій для підвищення конкурентоспроможності національної економіки. В Україні накопичений величезний науково-інноваційний потенціал, показник утілення якого за останні роки знизився до критичного рівня, що стало загрозою національній безпеці. Регіональні програми, спеціалізовані центри, орієнтовані на конкурентоспроможність української економіки, не отримують достатньої підтримки з боку держави. Проте саме держава має інтегрувати найкращі досягнення загальнонаукової і галузевої методології в практику, грати вирішальну роль у визначенні пріоритетів, стратегії та механізмів забезпечення розвитку економіки країни на інноваційній основі.

RU: В условиях интеграции Украинского государства в европейское сообщество, модернизации системы государственного управления с ориентацией на европейские стандарты остро встает вопрос приоритетности развития науки, внедрения новейших технологий, масштабного распространения инноваций для повышения конкурентоспособности национальной экономики. В Украине накоплен огромный научно-инновационный потенциал, показатель воплощения которого за последние годы снизился до критического уровня, что стало угрозой национальной безопасности. Региональные программы, специализированные центры, ориентированные на конкурентоспособность украинской экономики, не получают достаточной поддержки со стороны государства. Однако именно государство должно интегрировать лучшие достижения общенаучной и отраслевой методологии в практику, играть решающую роль в определении приоритетов, стратегии и механизмов обеспечения развития экономики страны на инновационной основе.

EN: In the conditions of integration of the Ukrainian state into the European community, the modernization of the state administration system with an orientation to European standards sharply raises the question of the priority of the development of science, the introduction of the latest technologies, the scale of the spread of innovations to enhance the competitiveness of the national economy. Ukraine has accumulated enormous scientific and innovative potential, the rate of implementation of which in recent years has fallen to a critical level, which has become a threat to national security. Regional programs, specialized centers focused on the competitiveness of the Ukrainian economy, do not receive sufficient support from the state. However, the state itself should integrate the best achievements of the general scientific and branch methodology into practice, play a decisive role in defining priorities, strategies and mechanisms for ensuring the development of the country's economy on an innovative basis. In the conditions of decentralization of state power in Ukraine, the role of regions is increasing, local authorities are turning into capable actors for the implementation of state innovation policy. Establishing horizontal links between different actors of innovation activity: local authorities, branch and academic science, consulting and implementing firms, small enterprises, and investors – leads to an increase in the innovative potential of the regions. Ensuring sustainable development of the regions requires the introduction of new approaches to state innovation policy at the regional level. The mentioned causes the relevance of the study of mechanisms for implementing state innovation policy at the regional level. Taking into account that in the Ukrainian state the mechanisms of existing innovation policy implementation are not effective and effective, there is a need for their study and development of a new approach to implementation of mechanisms for implementing state innovation policy at the regional level, city level and at the country level. In general, innovation is seen as an object (a certain innovation a product that can be presented as a product, service, technology, method, and obtained as a result of the implementation of the innovation process) and as a process (a set of actions on research, design, development, organization production, commercialization and distribution of new products, technologies, principles instead of existing ones).
