Інституціональна інтерпретація державного управління земельними ресурсами

Abstract

UK: У статті обґрунтовано сучасні принципи управління земельними ресурсами для розроблення та прийняття управлінських рішень у контексті інформаційного суспільства та глобалізації економіки. Проаналізовано концептуальні особливості транспарентності управління земельними ресурсами, що надає інформацію не тільки у відкритій та доступній, але й у зрозумілій кожному громадянину формі. Обґрунтовано застосування єдиних світових стандартів та оцінки якості діяльності державних органів та їхніх послуг, які вони надають громадянам, світової методології модуля оцінки управління землями. Показано, що інституціональне управління ґрунтується на консолідації суспільства і визнанні загальних цінностей та правил, воно є унікальним видом управління, що забезпечує одночасно поєднання конфліктних позицій щодо врегулювання поточних проблем і вирішення стратегічних завдань майбутньої розбудови. На прикладі земель сільськогосподарського призначення, на які планується скасувати мораторій та відкрити ринок, розкрито дохідність земель.

RU: В статье обоснованы современные принципы управления земельными ресурсами для разработки и принятия управленческих решений в контексте информационного общества и глобализации экономики. Проанализированы концептуальные особенности транспарентности управления земельными ресурсами, что предоставляет информацию не только в открытой и доступной, но и в понятной для каждого гражданина форме. Обосновано применение единых мировых стандартов и оценки качества деятельности государственных органов и услуг, которые они предоставляют гражданам, мировой методологии модуля оценки управления землями. Показано, что институциональное управление основывается на консолидации общества и признании общих ценностей и правил, являясь уникальным видом управления, которое обеспечивает одновременно сочетание конфликтных позиций по решению текущих проблем и решению стратегических задач будущего развития. На примере земель сельскохозяйственного назначения, на которые планируется отменить мораторий и открыть рынок, раскрыта доходность земель.

EN: At the present stage of the political and economic development institutionalization of social relations, the renewal of state administration becomes an actual task. The article substantiates the modern principles of land management for the development and adoption of management decisions in the context of the information society and the globalization of the economy. The innovativeness of the phenomenon of transparent governance has a powerful influence on the democratization of power and civil society, creating a unique management space combined with public life, by attracting innovative management mechanisms (organizational, structural, competitive, tender, coordinating, combined). The competitiveness of national economies depends on the rationality of management decisions (in particular, land), mediating the processes of developing and using intellectual products and focusing on the problem of management transparency. Analyzed the conceptual features of transparency of land management, which provides information not only in an open, but accessible and understandable to every citizen form. The use of common international standards and assessment of the quality of the activities of state bodies and the services they provide to citizens of the state, the world methodology of land management assessment module has been substantiated It is shown that institutional management is based on the consolidation of society and the recognition of common values and rules, being a unique type of management that at the same time provides a combination of conflicting positions on solving current problems and solving strategic tasks of future development. On the example of agricultural land for which it is planned to cancel the moratorium and open the market, the profitability of the land is disclosed. With the help of a set of tools, the institute of state land management in market conditions harmonizes the distribution of the land fund between sectors of the national economy with relative economic independence of economic entities on the land. The logical link in this case are: a place on earth in economic use – compliance with the management mechanism – food and other security – the independence of Ukraine.
