Параметри оцінювання ефективності структури експортних поставок України до країн ЄС.

Abstract

UK: У статті доведено, що запропоновані критерії формують наукову основу для зовнішньоторговельної політики України на європейському напрямі, оскільки дають змогу комплексно оцінювати ефективність товарної структури експорту з урахуванням економічних, інституційних, логістичних, соціально-технологічних, екологічних та ринково-цінових чинників. Підкреслено, що економіко-структурний критерій відображає зростання продукції з високою доданою вартістю, інституційно-інтеграційний – поступову гармонізацію стандартів із ЄС, а геополітично-логістичний – здатність системи забезпечувати безперервність поставок навіть за умов воєнних ризиків. Соціально-технологічний критерій засвідчує розвиток переробки та цифрових каналів збуту, екологічно-кліматичний – адаптацію до «зелених» вимог ЄС, а ринково-ціновий – стійкість валютного виторгу. У сукупності це формує багатовимірну модель оцінювання й оптимізації експорту України до ЄС з орієнтацією на підвищення довгострокової конкурентоспроможності.

EN: The relevance of studying the criteria for assessing the efficiency of the export commodity structure to the EU, as a scientific basis for selecting foreign trade policy instruments, is determined by the profound transformation of the international trade environment in 2020–2024. This period combined Ukraine’s institutional convergence with the European Union, war-related and security risks, restructuring of logistics chains, volatile global price fluctuations, and the strengthening of the EU’s environmental requirements. Under these conditions, the strategic objective of foreign economic policy shifts not merely toward increasing physical export volumes, but toward forming an effective commodity structure capable of stabilizing foreign currency earnings, enhancing resilience to external shocks, and ensuring compliance with the regulatory framework of the EU internal market. It is argued that the conducted research provides a comprehensive scientific basis for shaping Ukraine’s foreign trade policy toward the European direction, since the identified criteria allow for a complex evaluation of the effectiveness of the export commodity structure, taking into account economic, institutional, logistic, socio-technological, environmental and marketprice dimensions. It is substantiated that the economic-structural criterion reflects the transition from raw-material orientation to an increasing share of high value-added products; the institutional-integration criterion captures the gradual deepening of commitments with the EU and the harmonization of technical standards; while the geopoliticallogistic criterion demonstrates the ability of the national logistics system to ensure continuity of supplies and flexibly adjust routes even under wartime risks. It is proved that the socio-technological criterion indicates the growth of processed-goods exports and the expansion of digital sales channels; the environmental-climatic criterion marks the strengthening of “green” practices and compliance with European environmental requirements; and the market-price criterion reflects the stability of foreign currency earnings against fluctuations in world prices. Altogether, this forms a multidimensional model for measuring and optimizing Ukraine’s export structure to the EU as an instrument for enhancing the country’s long-term competitiveness and economic resilience
