Інвестиції у вищу освіту та формування людського капіталу: макроекономічні ефекти в епоху глобальних загроз

Abstract

UK: У статті розкрито теоретико-методологічні засади інвестування у вищу освіту як стратегічного чинника формування людського капіталу в умовах глобальних трансформацій. Акцентовано увагу на тому, що в епоху зростання глобальних загроз система вищої освіти стає ключовим елементом забезпечення макроекономічної стійкості держави. Обґрунтовано, що інвестиції у вищу освіту мають мультиплікативний ефект, який реалізується через підвищення продуктивності праці, стимулювання інновацій, зміцнення соціальної мобільності та розширення інституційних можливостей інтеграції у глобальну економіку. Підкреслено, що сучасні виклики зумовлюють необхідність формування нової архітектоніки фінансової політики у сфері освіти, орієнтованої на партнерство держави, бізнесу та університетів. Доведено, що інвестиції у вищу освіту є фундаментом для довгострокового економічного зростання, зниження нерівності та формування інтелектуально орієнтованої економіки знань. У статті визначено ключові напрями модернізації інституційного середовища фінансування освіти, здатного забезпечити інноваційну стійкість, соціальну справедливість і конкурентоспроможність національного людського капіталу

EN: The article provides an analytical study of the role of investment in higher education as a strategic factor in the formation of human capital in the context of global transformations. It is determined that the growth of pandemic, geopolitical, technological and financial threats has led to structural changes in global education systems, highlighting the need to rethink the financial model of development in the education sector. It is argued that investment in higher education has a complex macroeconomic effect, which manifests itself through increased labour productivity, expanded innovation potential, the formation of new competencies and strengthened social mobility. It is shown that education funding loses its effectiveness in conditions of shrinking fiscal space of states, and therefore it is necessary to transition to an investment paradigm in which education is viewed as a source of sustainable economic growth rather than a budgetary expense. The paper proposes conceptual guidelines for modernising the institutional environment for higher education funding, which envisage diversification of resource sources, development of partnership models for cooperation between the state, business and universities, and expansion of grant and targeted programmes to support educational innovation. The digitalisation of the financial and analytical infrastructure of education is a key condition for ensuring the transparency and effectiveness of investment flows, creating the preconditions for the integration of managerial, analytical and financial mechanisms. It has been proven that investment in higher education is one of the most effective tools for counteracting the risks of global instability, contributing to the reduction of social inequality, strengthening innovative dynamics and the formation of a knowledge economy. The results of the study are of theoretical and practical importance for improving state educational and financial policy focused on the strategic reproduction of human capital as a basic resource for socio-economic development in the context of global challenges.
