Трансформація інформаційного забезпечення управління малим агробізнесом в умовах цифровізації: проблемні аспекти та напрями розвитку

Abstract

UK: У статті досліджено трансформацію інформаційного забезпечення управління малим агробізнесом в умовах цифровізації економіки та воєнного стану. Узагальнено наукові підходи до трактування сутності інформаційного забезпечення як системи формування, обробки, збереження та використання релевантної управлінської інформації. Проаналізовано динаміку використання цифрових технологій підприємствами різного розміру за 2018–2024 рр. та визначено особливості цифрової трансформації малого бізнесу. Встановлено, що попри зростання рівня доступу до мережі Інтернет і використання хмарних сервісів, малий агробізнес стикається з комплексом інфраструктурних, кадрових та фінансових обмежень, що ускладнюють формування цілісної інформаційно-аналітичної системи управління. Обґрунтовано, що в умовах обмежених ресурсів для малого агробізнесу притаманна специфічна модель цифровізації, що здебільшого базується на використанні готових програмних продуктів, аутсорсингових ІТ-послуг та інструментів сільськогосподарського дорадництва. Доведено доцільність переходу від фрагментарного інформаційного супроводу до системної аутсорсингової моделі з професійною інформаційно-аналітичною підтримкою, а також підкреслено необхідність формування та розвитку цифрових компетентностей власників, керівників малого агробізнесу та дорадників.

EN: The article examines the transformation of information support for the management of small agribusinesses under the conditions of economic digitalization and martial law. The study generalizes theoretical approaches to defining information support as an integrated system for the formation, processing, storage, transmission, and use of relevant managerial information necessary for effective decision-making. Particular attention is paid to the evolution of views on information support as a strategic management resource that ensures business sustainability, adaptability, and competitiveness in a turbulent environment. The dynamics of digital technology adoption by enterprises of different sizes during 2018–2024 are analyzed, which made it possible to identify key trends and structural disparities in the digital transformation of small businesses. The findings demonstrate that despite the steady growth in Internet access and increasing use of cloud services, small agribusinesses continue to face a complex set of infrastructural, кадрових, and financial constraints that significantly hinder the development of comprehensive information and analytical management systems. Limited access to high-quality digital infrastructure in rural areas, shortage of qualified ICT specialists, and insufficient investment capacity reduce the ability of small agricultural enterprises to implement advanced digital solutions. It is substantiated that, under resource constraints, small agribusinesses develop a specific model of digitalization primarily based on the use of ready-made software products, outsourced IT services, and agricultural advisory instruments. Such a model often has a fragmented character and does not fully ensure systematic information support for management processes. Therefore, the expediency of transitioning from situational information assistance to a structured outsourcing model with professional information and analytical support is proven. The study also emphasizes the necessity of developing digital competencies among owners, managers of small agribusinesses, and agricultural advisors as a prerequisite for effective digital transformation and long-term sustainable development.
