Механізми громадської участі в управлінні територіальними громадами: сучасні виклики та перспективи розвитку

Abstract

UK: У статті здійснено комплексний аналіз сучасних механізмів громадської участі в управлінні територіальними громадами України. Досліджено традиційні інструменти участі та інноваційні цифрові механізми. Особливу увагу приділено впливу воєнного стану на трансформацію пріоритетів громадської активності: від питань благоустрою та інфраструктури до забезпечення безпеки, адаптації внутрішньо переміщених осіб, волонтерства та гуманітарної допомоги. Виявлено ключові бар’єри громадської участі. Обґрунтовано необхідність комплексного підходу до удосконалення механізмів громадської участі шляхом розвитку цифрової інфраструктури, підвищення рівня громадянської освіти, адаптації кращих європейських практик та вдосконалення нормативноправового забезпечення. Результати дослідження свідчать, що ефективні механізми громадської участі виступають стратегічним ресурсом соціальної згуртованості, довіри до влади та побудови сучасної моделі демократичного врядування.

EN: The article presents a comprehensive study of the mechanisms of public participation in the governance of territorial communities in Ukraine under the conditions of decentralization, digital transformation, and martial law. Public participation is defined as an institutionally formalized process of involving citizens in the preparation, adoption, and monitoring of decisions within the system of local self-government, aimed at increasing transparency, accountability, and legitimacy of public authority. Both traditional forms of participation — local referendums, public hearings, local initiatives, participatory budgeting, and self-organization bodies — and innovative digital tools — electronic petitions, online consultations, open data platforms, geographic information systems, mobile applications, blockchain, and artificial intelligence — are analyzed. Special attention is paid to the transformation of participatory practices under martial law, when community priorities shifted from infrastructure and improvement issues to ensuring security, supporting internally displaced persons, volunteering, and humanitarian assistance. Empirical data and case studies confirm that communities with established traditions of citizen participation proved more resilient to crisis challenges and were able to adapt more quickly to new conditions. Systemic barriers to effective participation are identified, including institutional fragmentation, gaps in legal regulation, socio-economic inequalities, and insufficient civic awareness. It is demonstrated that overcoming these challenges requires a comprehensive approach combining the development of digital infrastructure, expansion of civic education programs, adaptation of best European practices, and modernization of the legal framework. The findings confirm that public participation mechanisms are not only instruments of democratic governance but also a strategic resource for strengthening social cohesion, increasing trust in institutions, and ensuring sustainable community recovery in times of crisis.
