Рівень цифрової готовності до інклюзивного підприємництва в громадах: факторний аналіз

Abstract

UK: Метою дослідження є оцінка цифрової готовності територіальних громад України до розвитку інклюзивного підприємництва з визначенням ключових чинників та напрацюванням практичних рекомендацій. Методично застосовано статистичний та факторний аналіз показників цифрового розвитку громад. Встановлено, що середній рівень цифрової готовності громад залишається низьким, що за наявності суттєвих міжрегіональних цифрових диспропорцій стримує залучення вразливих груп до бізнесу. Виявлено сильний вплив розвитку цифрової інфраструктури, грамотності населення та електронних послуг на підприємницьку активність: громади з вищою цифровізацією демонструють нижчі рівні безробіття й бідності. Розроблено комплекс рекомендацій для органів влади різних рівнів щодо подолання цифрового розриву та посилення інклюзивності підприємництва у контексті післявоєнного відновлення.

EN: This study examines the level of digital readiness of Ukrainian territorial communities for the development of inclusive entrepreneurship, elucidating its key determinants and practical implications. The relevance of the research stems from the growing policy emphasis on integrating vulnerable groups – including people with disabilities, veterans, internally displaced persons and youth – into entrepreneurial activity as a means of post-war socio-economic recovery. Digital transformation is posited as a critical enabler of this inclusive entrepreneurship, yet significant disparities in digital infrastructure and skills persist across communities. The research goal was to provide a comprehensive assessment of community digital readiness in Ukraine and analyze how digital factors facilitate or hinder the entrepreneurial engagement of socially vulnerable populations. The methodology combines analysis of the Digital Transformation Index data for Ukrainian regions and communities with statistical techniques, including correlation analysis and factor analysis, to identify the most influential components of digital readiness. Empirical results indicate that the average digital readiness of communities remains low (approximately 27 points out of 100 as of mid-2025), with a pronounced digital divide between leading cities and lagging rural areas. This insufficient digital capacity constrains opportunities for inclusive entrepreneurship: communities with higher levels of internet connectivity, digital literacy, and e-governance services tend to exhibit lower unemployment and poverty rates, reflecting more inclusive economic outcomes. Digital literacy in particular emerged as a catalyst for entrepreneurship and employment among vulnerable groups by enabling remote work and access to online markets. Based on these findings, a set of practical recommendations has been formulated for local authorities, the national government and international partners. These recommendations focus on strengthening digital infrastructure, expanding digital skills training and ensuring accessible e-services at the community level. Implementing such measures is expected to enhance the inclusion of under-represented groups in business activities. The study’s outcomes provide an evidence-based foundation for regional policy measures aimed at closing the digital gap and fostering an inclusive digital economy in which no segment of the population is left behind.
