Методологічні засади державної політики забезпечення економічної безпеки національної економіки в сучасних умовах сталого розвитку

Abstract

UK: У статті досліджено державну політику забезпечення економічної безпеки національної економіки в умовах зростання глобальних викликів та трансформації світового економічного простору. Обґрунтовано, що економічна безпека виступає ключовою передумовою збереження економічного суверенітету держави, захисту національних економічних інтересів і формування умов сталого соціально-економічного розвитку. Визначено, що сучасна державна політика у сфері економічної безпеки реалізується за двома взаємопов’язаними векторами: зовнішнім та внутрішнім. У межах дослідження систематизовано напрями зовнішньої та внутрішньої державної політики забезпечення економічної безпеки. Особливу увагу приділено уточненню економічного змісту категорії «економічна безпека» та визначенню принципів державної політики її забезпечення в контексті сталого розвитку. Проаналізовано функціональне наповнення державної політики у сфері економічної безпеки та обґрунтовано доцільність реалізації захисної, регулятивної, запобіжної, інформаційної та контрольної функцій.

EN: The article examines the state policy of ensuring the economic security of the national economy in the context of growing global challenges and transformation of the world economic space. It is substantiated that economic security is a key prerequisite for preserving the economic sovereignty of the state, protecting national economic interests and creating conditions for sustainable socio-economic development. It is noted that the sphere of modern state policy in the field of economic security is implemented along two interrelated vectors: external, focused on strengthening the positions of the national economy in the world market, and internal, focused on creating security conditions for the functioning and development of national economic entities. The study systematizes the directions of external and internal state policy of ensuring economic security, in particular, expanding export potential, increasing participation in international integration processes, reducing debt and currency risks, attracting investment resources to priority sectors of the economy, increasing the innovativeness of development and the efficiency of using budget funds. money. Particular attention is paid to clarifying the economic content of the category of "economic security" and defining the principles of state policy for its provision in the context of sustainable development, among which epistemological, ontological and axiological principles are highlighted, as well as the principles of complexity, adaptability, stability, balance, strategicity, legality, continuity, responsibility, publicity and confidentiality. The functional content of state policy in the field of economic security is analyzed and the expediency of implementing protective, regulatory, preventive, informational and control functions is substantiated. In addition, we propose the isolation of a strategic function that ensures long-term forecasting of threats, the formation of state policy priorities and the consistency of economic strategies with national security goals. It is proven that the comprehensive and coordinated implementation of the principles and functions of the state policy contributes to increasing the stability, adaptability and competitiveness of the national economy in the face of modern challenges.
