Вплив цифровізації на зайнятість та ринок праці в інформаційному суспільстві

Abstract

UK: У статті комплексно досліджено вплив цифровізації на трансформацію зайнятості та ринку праці в умовах становлення інформаційного суспільства. Акцент зроблено на виявленні ключових тенденцій, змін у структурі попиту на трудові ресурси, появі нових цифрових професій та форм праці, а також соціально-економічних ви-кликах, пов’язаних з автоматизацією, роботизацією та впровадженням штучного інтелекту в різні сфери діяльності. Цифрова трансформація економіки, з одного боку, створює нові можливості для працевлаштування, підвищення гнучкості трудових відносин, розвитку самозайнятості та дистанційної роботи. З іншого – вона актуалізує проблеми структурного безробіття, скорочення традиційних робочих місць, цифрової нерівності між регіонами та соціальними групами, а також загострює потребу в перегляді політик державного регулю-вання зайнятості. У роботі проаналізовано наявні теоретичні підходи до визначення впливу цифровізації на соціально-трудову сферу та узагальнено сучасні емпіричні дослідження, проведені як в Україні, так і в країнах Європейського Союзу. Наведено дані про динаміку цифровізації ринку праці в Україні, зокрема зростання попиту на фахівців IT-сфери, фахівців із кібербезпеки, аналітиків даних, менеджерів цифрових платформ тощо. Окремо висвітлено питання цифрових навичок як нового стандарту професійної компетентності та визначено основні напрями їх розвитку в межах формальної й неформальної освіти. Розглянуто роль держави та органів публічного управління у формуванні сприятливого інституційного середовища для адаптації робочої сили до цифрової економіки, включно з реформуванням освітньої системи, створенням програм перекваліфікації, цифровою інклюзією та регулюванням нестандартних форм зайнятості. Автори також наголошують на необхідності міжсекторальної співпраці, залучення бізнесу та громадянського суспільства до процесу цифрової трансформації трудових відносин. Стаття має міждисциплінарний характер і може бути корисною для дослідників, фахівців у сфері економіки праці, соціології, публічного управління та цифрових технологій, а також для представників органів влади, відповідальних за розробку політик у сфері зайнятості.

EN: The article comprehensively examines the impact of digitalization on the transformation of employment and the labor market in the context of the formation of an information society. The emphasis is on identifying key trends, changes in the structure of demand for labor resources, the emergence of new digital professions and forms of work, as well as socio-economic challenges associated with automation, robotization, and the introduction of artificial intelligence into various areas of activity. The digital transformation of the economy, on the one hand, creates new opportunities for employment, increasing the flexibility of labor relations, developing self-employment and remote work. On the other hand, it actualizes the problems of structural unemployment, the reduction of traditional jobs, digital inequality between regions and social groups, and also exacerbates the need to revise state employment regulation policies. The paper analyzes existing theoretical approaches to determining the impact of digitalization on the social and labor sphere and summarizes modern empirical research conducted both in Ukraine and in the countries of the European Union. Data on the dynamics of the digitalization of the labor market in Ukraine are presented, in particular, the growing demand for IT specialists, cybersecurity specialists, data analysts, digital platform managers, etc. The issue of digital skills as a new standard of professional competence is separately highlighted and the main directions of their development within formal and informal education are identified. The role of the state and public administration bodies in forming a favorable institutional environment for adapting the workforce to the digital economy is considered, including reforming the education system, creating retraining programs, digital inclusion, and regulating non-standard forms of employment. The authors also emphasize the need for intersectoral cooperation, involving business and civil society in the process of digital transformation of labor relations. The article is interdisciplinary in nature and may be useful for researchers, specialists in the field of labor economics, sociology, public administration, and digital technologies, as well as for representatives of government bodies responsible for developing employment policies.
