Методологічні засади стратегічного планування розвитку територій в системі публічного управління

Abstract

UK: Відмічено, що результативність здійснення стратегічного планування розвитку територій у великій мірі залежать від рівня методичного забезпечення при виконані всіх складових даного процесу. Систематизовано принципи здійснення стратегічного планування розвитку територій. Визначено, що основними ключовими еле-ментами загальної методології в світовому досвіді стратегічного планування розвитку територій визнача-ються стратегічне бачення розвитку території, яке ґрунтується на системному аналізі її потенціалу, конкуре-нтних переваг та викликів. Відмічено, що особливістю більшості сучасних методологій є орієнтація на інтег-роване управління, яке базується на принципах партнерства влади, бізнесу, наукових інституцій та громадсь-кості (модель «Quadruple Helix»). Методологія стратегічного планування розвитку територій в Україні ґрун-тується на системному, рівневому підході, який передбачає поєднання стратегічного бачення, сценарного ана-лізу, орієнтації на результати й ефективне використання ресурсів. Доведено, що методологія стратегічного планування територій передбачає поєднання національного та міжнародного інструментарію. Підкреслено, що важливою складовою ефективного формування стратегій розвитку територій є забезпечення їх моніторингу, оцінювання та коригування.

EN: Stable regional development is one of the top priorities in public administration. Strategic planning for regional development is becoming especially important during times of war and crisis. Imperfection in strategic planning can cause regional development to slow down and make regions less competitive. The article analyses international and Ukrainian experience in methodological principles of strategic planning for territorial development. The research was conducted using the following methods: monographic – in the study and theoretical generalisation of research on the scientific foundations of strategic planning for territorial development; systematic analysis – in the analysis of methodological approaches to strategic planning for territorial development; comparative analysis – in the study of global trends in strategic planning for territorial development; abstract-logical – when developing conclusions and proposals. National and international scientific research on the methodology of strategic planning for territorial development has been summarised. It has been determined that strategic planning for territorial development is defined in scientific literature as a process aimed at forming long-term guidelines for socio-economic growth, which combines the interests of the state, business and the community and is oriented towards multi-vector development that takes into account not only economic but also social, cultural and environmental factors. It is emphasized that the strategy for the development of the territory from the point of view of the methodology of its formation and organizational support is considered as a complex tool for forecasting and influencing the future state of the socio-economic system. Its development requires a clearly structured algorithm of actions, political support from the authorities, as well as the competence of local self-government, business structures and active participation of the population. It has been determined that most modern methodologies are characterised by a focus on integrated management based on the principles of partnership between government, business, scientific institutions and the public (the ‘Quadruple Helix’ model). This ensures broad stakeholder participation in decision-making and increases the legitimacy of strategic documents. It has been proven that strategic planning methodologies for territorial development are a tool for long-term management that combines scientific approaches to forecasting with practical implementation mechanisms aimed at increasing the competitiveness of territories and improving the quality of life of the population. The results of the study can be used to improve strategic planning for territorial development in Ukraine.
