Аналіз трудової активності населення України в сучасних умовах

Abstract

UK: У статті розглянуто трудову активність населення України в умовах війни, демографічного скорочення, міграції та змін на ринку праці. Показано, як ці процеси впливають на відтворення трудового потенціалу та посилюють регіональні диспропорції. У дослідженні використано статистичний аналіз – для оцінки показників зайнятості, безробіття, доходів та динаміки індексу людського розвитку (HDI); результати соціологічних опи-тувань – для вивчення мотивацій, трудових стратегій та міграційних намірів населення; порівняльний регіона-льний аналіз – для зіставлення характеристик п’яти областей України. Інформаційну базу становлять офіційні дані Державної служби статистики України, звіти; аналітичні матеріали Мінфіну, Національного інституту стратегічних досліджень, сайту Work.ua, сайту Українського центру економічних і політичних досліджень ім. О. Разумкова, а також наукові праці вітчизняних вчених. Отримано інтегральні оцінки трудового потенціалу Київської, Харківської, Дніпропетровської, Одеської та Львівської областей і визначено їх сильні та проблемні сторони. Показано, як ці результати можуть бути використані підприємцями, службами зайнятості та HR-фахівцями для планування бізнесу і кадрової політики.

EN: The article examines labour activity of the population of Ukraine under the conditions of war, demographic decline, intensified migration and structural changes in the labour market. The relevance of the topic is explained by the growing regional imbalances, the deterioration of human and labour potential and the vulnerability of young people and other sensitive social groups. The main purpose of the study is to analyse social and statistical aspects of labour activity, to identify key factors that shape labour potential, and to compare the situation in different regions of the country. The research is based on a combination of methods. Theoretical and methodological analysis is used to systematise the main factors of influence. Statistical analysis allows us to interpret official indicators of employment, unemployment, income, human development and demographic dynamics. Secondary analysis of sociological surveys is applied to study labour migration, youth unemployment, motivations and social attitudes. Comparative regional analysis and a scoring approach are used to evaluate Kyiv, Kharkiv, Dnipropetrovsk, Odesa and Lviv regions by demographic, educational, socio-economic, technological, psychological and institutional parameters. The results show that labour activity in Ukraine is formed in a highly uneven regional context. Kyiv and Lviv regions have the most favourable combination of labour potential characteristics and business opportunities, while Dnipropetrovsk region demonstrates strong industrial and logistical potential. Odesa and Kharkiv regions face additional challenges related to security risks, seasonality and losses of human resources, although they retain important reserves for future recovery and development. The scoring method makes it possible to compare regions in an integrated way and to highlight their strengths and weaknesses. The practical value of the article lies in the fact that the obtained conclusions can be used by entrepreneurs when choosing a region for opening or expanding a business, as well as by employment services, HR managers and local authorities when planning labour market development, designing support programmes and improving human resource management practices.
