Інноваційне державне управління як драйвер розвитку технологічного експорту та стартап-екосистеми

Abstract

UK: Стартап-екосистема є ключовим компонентом інноваційної економіки, проте темпи її розвитку значною мірою визначаються ефективністю державної політики та рівнем цифрової трансформації публічного сек-тору. Інноваційне державне управління створює необхідні передумови для виникнення, підтримки та масшта-бування технологічних стартапів, формує інституційну й цифрову інфраструктуру, яка сприяє їх виходу на міжнародні ринки. Актуальність дослідження зумовлена потребою визначення стратегічної ролі держави як ключового каталізатора інноваційних процесів та розвитку високотехнологічного сектору економіки. Проведене авторами дослідження моделі «держава як інноваційний замовник» дало змогу поглибити її за-стосування у контексті стимулювання технологічного експорту. Авторами доведено, що така модель підсилює експортну спроможність національної інноваційної екосистеми, сприяє розвитку експортно орієнтованих інно-ваційних кластерів та інтегрує внутрішню інноваційну політику з зовнішньоекономічною діяльністю. Запропонована у роботі модель взаємодії «держава - бізнес - суспільство» у контксті розвитку технологіч-ного експорту та стартап-екосистеми визначена як ефективний інструмент міжнародного просування інно-ваційних продуктів. Вона стимулює появу рішень, що відповідають світовим стандартам, підсилює довіру до українських технологій та формує позитивний імідж країни як виробника конкурентоспроможних високотех-нологічних продуктів. У статті обґрунтовано, що сучасна роль держави виходить далеко за межі класичного регулювання: вона виступає інноваційним замовником, партнером та каталізатором нових економічних можливостей. Це досяга-ється завдяки розвитку цифрової інфраструктури, модернізації електронних сервісів, використанню сучасних інструментів державної фінансово-інвестиційної підтримки та стимулюванню інтернаціоналізації інновацій-ного бізнесу.

EN: The startup ecosystem is a key component of the innovation economy, but its pace of development is largely determined by the effectiveness of public policy and the level of digital transformation in the public sector. Innovative public administration creates the necessary conditions for the emergence, support, and scaling of technology startups, and shapes the institutional and digital infrastructure that facilitates their entry into international markets. The combination of government procurement mechanisms for innovation, modern forms of financing, and digital management solutions provides the conditions for the active development of technology exports. The relevance of the study is determined by the need to define the strategic role of the state as a key catalyst for innovation processes and the development of the high-tech sector of the economy. The purpose of the article is to determine the role of innovative public administration in creating favorable conditions for the development of technology exports and strengthening the startup ecosystem, as well as to justify the mechanisms and instruments of state support that ensure the international competitiveness of the innovative sector of the economy. The authors' study of the “state as an innovative customer” model has made it possible to deepen its application in the context of stimulating technological exports. The essence of this model lies in the transformation of the state from a passive regulator to an active customer and the first consumer of innovative solutions, which ensures the formation of stable demand for high-tech products from domestic companies. The authors have proven that such a model strengthens the export capacity of the national innovation ecosystem, promotes the development of export-oriented innovation clusters, and integrates domestic innovation policy with foreign economic activity. The proposed model of interaction between the state, business, and society in the context of the development of technology exports and the startup ecosystem is defined as an effective tool for the international promotion of innovative products. It stimulates the emergence of solutions that meet international standards, strengthens confidence in Ukrainian technologies, and shapes a positive image of the country as a manufacturer of competitive high-tech products. The article argues that the modern role of the state goes far beyond classical regulation: it acts as an innovative customer, partner, and catalyst for new economic opportunities. This is achieved through the development of digital infrastructure, the modernization of electronic services, the use of modern instruments of state financial and investment support, and the stimulation of the internationalization of innovative business.
