Оцінка впливу капітальних видатків на формування фінансового потенціалу територіальної громади

Abstract

UK: У статті проаналізовано динаміку та структуру видатків місцевих бюджетів у розрізі загального та спеціального фондів місцевих бюджетів за функціональним призначенням. Досліджено динаміку структури видатків місцевих бюджетів України за бюджетною економічною класифікацією за 2021–2024 роки з розподілом їх на поточні та капітальні. На основі показників фінансової спроможності окремих територіальних громад здійснено регресійний аналіз впливу капітальних видатків на фінансовий потенціал територіальних громад. Частина капітальних видатків у загальній їх сумі за 2021–2024 роки коливається в межах 20–22,6%. Регресійний аналіз впливу капітальних видатків на фінансовий потенціал дозволив зробити висновки, що зростання капітальних видатків на одиницю призводить до підвищення фінансового потенціалу на 1,922 одиниць. Це свідчить про необхідність збільшення капітальних вкладень, як інструменту потенційного зміцнення фінансового потенціалу територіальних громад.

EN: To form and strengthen the financial potential of territorial communities, it is important not only to find sources of income, but also to effectively use the community's financial resources. The ability of the community to increase its financial potential in the future depends on the areas of use. Classification of budget expenditures by economic characteristics means that current expenditures are made to meet current needs, and capital expenditures are made to invest in the future development of the community. Therefore, it is relevant to study the impact of capital expenditures on the future strengthening of financial potential. The purpose – to analyze the dynamics and structure of local budget expenditures according to functional and economic budget classification, as well as assess the impact of the dynamics of capital expenditures on the formation of the financial potential of TGs. The methodological framework includes a regression analysis of the impact of capital expenditures on the financial potential of TGs. The dynamics and structure of local budget expenditures were analyzed in terms of the general and special funds of local budgets, by functional purpose. The dynamics of the structure of local budget expenditures of Ukraine were studied according to the budget economic classification for 2021–2024, with their division into current and capital. Based on the financial capacity indicators of individual TGs, a regression analysis of the impact of capital expenditures on the financial potential of TGs was carried out. It was found that expenditures for the general fund are almost 3 times higher than expenditures for the special fund of local budgets, which indicates an increase in the financing of current needs of communities. The share of capital expenditures in their total amount for 2021–2024 ranges from 20–22.6%. Regression analysis of the impact of capital expenditures on financial potential allowed us to draw conclusions that an increase in capital expenditures per unit leads to an increase in financial potential by 1.922 units. This indicates the need for increased capital investment as a tool for potentially strengthening the financial potential of the TG.
