Управління знаннями як основа когнітивної стійкості суспільства

Abstract

UK: У статті розглянуто стратегічне управління знаннями як фундаментальний інструмент формування когнітивної стійкості суспільства в умовах інформаційної турбулентності та гібридних загроз. Обґрунтовано, що ефективне використання знань здатне не лише забезпечувати розвиток організацій, а й виступати механізмом протидії маніпулятивним впливам у когнітивному просторі. На основі міждисциплінарного підходу поєднано положення менеджменту, інформаційних технологій та соціальної психології, що дозволило розробити концептуальну модель механізму протидії когнітивним загрозам. Запропоновано інтегровану систему інструментів – технологічних, освітніх, соціальних і правових – які утворюють багаторівневий контур захисту та сприяють зміцненню критичного мислення й інформаційної культури. Визначено, що стратегічне управління знаннями має стати ключовим чинником розвитку когнітивної безпеки, оскільки воно забезпечує узгодження інформаційних, організаційних і людських ресурсів для побудови стійкого, інтелектуально захищеного суспільства..

EN: The article explores strategic knowledge management as a key factor in shaping the cognitive resilience of modern society. Its relevance is driven by growing informational and cognitive threats, including disinformation, manipulative narratives, and targeted influence on public consciousness. In such conditions, society’s ability to process, systematize, and apply knowledge becomes crucial for security, stability, and development. The study aims to define the theoretical and methodological foundations and practical tools of knowledge management to enhance cognitive resilience amid informational turbulence. The research employs systemic, structural-functional, analytical, and comparative methods, providing a comprehensive understanding of strategic knowledge management as a complex, multi-level system. Logical-analytical methods identified the main elements of the cognitive resilience mechanism, while modeling developed an integrated conceptual scheme linking technological, organizational, and social components. The study demonstrates that knowledge management is not only a tool for organizational development but also a core mechanism against cognitive attacks. The proposed model includes four operational levels – preventive, detection, response, and recovery – ensuring a continuous cycle of creation, verification, preservation, and dissemination of reliable knowledge. Key outcomes include early threat detection, development of media literacy and critical thinking, and integration of educational, legal, and technological solutions to strengthen information security. Strategic knowledge management thus fosters cognitive immunity, combining human potential and digital tools. The article’s practical significance lies in applying these principles to improve state cognitive security policies, develop media literacy programs, and build organizational knowledge management strategies in public and corporate sectors, thereby enhancing social resilience, critical civic thinking, and cognitive sovereignty.
