Формування інтегрованого інвестиційного клімату інструментами публічно-приватного партнерства у процесі реалізації стратегічних національних проєктів

Abstract

UK: Метою статті є обґрунтування теоретичних і прикладних засад формування інтегрованого інвестиційного клімату інструментами публічно-приватного партнерства (ППП) у процесі реалізації стратегічних національних проєктів. Актуальність дослідження зумовлена потребою пошуку ефективних механізмів залучення приватних інвестицій в умовах обмежених фінансових ресурсів держави. У статті визначено ключові інституційні, фінансові та організаційні інструменти ППП, окреслено напрями їхнього застосування для забезпечення синергії між державним і приватним секторами. Результати дослідження доводять, що використання ППП сприяє підвищенню інвестиційної привабливості, мінімізації ризиків та реалізації проектів. Практична цінність роботи полягає у формуванні рекомендацій для державних органів та інвесторів щодо оптимізації моделей ППП з метою створення сприятливого інтегрованого інвестиційного середовища.

EN: The purpose of the article is to substantiate the theoretical and applied principles of forming an integrated investment climate using public-private partnership (PPP) instruments in the process of implementing strategic national projects. The relevance of the study is determined by the need to find effective mechanisms for accumulating financial resources and attracting private capital to areas of public importance in the context of increasing global competition and limited budgetary capabilities of the state. It is shown that traditional investment incentive instruments, in particular tax breaks, subsidies or direct state injections, do not always provide the expected long-term effect. Instead, public-private partnership mechanisms create unique conditions for a synergistic combination of the interests of the state and business. This approach helps reduce institutional and financial risks, increases the predictability of results and ensures a more balanced distribution of responsibility between all participants in the process. The article systematizes the key institutional, financial and organizational PPP instruments, including concession agreements, project bonds, special investment funds, risk guarantee and insurance mechanisms. The directions of their application in strategic areas are revealed - infrastructure, energy, transport, digital economy, which allows to ensure long-term sustainability of investment processes. The results of the study confirm that the active use of PPPs contributes to increasing the investment attractiveness of the country, stimulates the modernization of the economy. The practical value of the article lies in the development of a set of recommendations for state bodies and investors on optimizing partnership models, forming transparent interaction procedures, improving the regulatory framework and developing institutional infrastructure. The proposed approaches can become the basis for creating a favorable integrated investment environment, which will not only ensure the implementation of strategic projects, but also contribute to the long-term competitiveness of the national economy.
