Соціальне підприємництво в умовах воєнних викликів: адаптація міжнародного досвіду та стратегія сталого розвитку

Abstract

UK: У статті розглянуто роль соціального підприємництва як інструменту досягнення цілей сталого розвитку в умовах воєнних викликів та післявоєнного відновлення України. Проаналізовано міжнародний досвід функціонування соціальних підприємств і можливості його адаптації до українського контексту. Особливу увагу приділено фінансовим, організаційним та соціальним механізмам підтримки, а також їхній гнучкості в умовах кризи. Узагальнено ключові підходи до розвитку соціального підприємництва, виокремлено особливості його трансформації та потенціал інтеграції у державну політику відновлення. Результати дослідження можуть бути використані при формуванні стратегій підтримки соціального сектору, удосконаленні нормативно-правового поля та розробці інструментів сталого економічного зростання.

EN: The article explores the role of social entrepreneurship as a strategic driver of sustainable development in the context of wartime challenges and post-war recovery in Ukraine. The research focuses on the transformation of the social economy during crises and examines how social enterprises can support communities, address social vulnerabilities, and contribute to rebuilding local economies. A particular emphasis is placed on their ability to generate both social value and economic resilience, positioning them as crucial actors in achieving the Sustainable Development Goals (SDGs). The study provides a systematic analysis of international experience, identifying best practices and models of social entrepreneurship in the European Union and other countries with well-developed support ecosystems. It examines the mechanisms of financial, organizational, and social support that allow social enterprises to operate effectively and maintain stability in periods of crisis and uncertainty. These mechanisms include impact investment, hybrid business models, partnerships with the public sector, and community-driven initiatives that combine economic viability with social impact. An important component of the research is the assessment of opportunities for adapting foreign models to Ukrainian realities, which are characterized by institutional instability, fragmented regulatory frameworks, limited access to financial resources, and increasing social demand for inclusive and sustainable solutions. The article highlights the flexibility and resilience of social enterprises in responding to complex socio-economic challenges, demonstrating their potential to become an integral element of national and regional recovery policies. Based on the analysis, key development trajectories and priority areas for government and donor support are identified, including capacity building, financial instruments, and the creation of enabling ecosystems. The proposed analytical framework provides a foundation for designing targeted public policies aimed at strengthening social entrepreneurship. It also supports the formation of partnerships between businesses, governmental institutions, and civil society organizations to expand the social and economic impact of entrepreneurial initiatives. The findings contribute to the advancement of scientific knowledge regarding the adaptive capacity of social enterprises in transitional economies and offer practical recommendations for integrating social entrepreneurship into long-term strategies for sustainable growth, resilience building, and post-war reconstruction.
