Інтегральна оцінка рівня економічного розвитку прикордонних з ЄС регіонів України

Abstract

UK: У статті здійснено інтегральну оцінку рівня економічного розвитку прикордонних з ЄС регіонів України, що дозволило виявити особливості розвитку їх економіки у довоєнний та воєнний періоди. В контексті здійснення інтегральної оцінки визначено рівень економічного розвитку регіонів в розрізі певних напрямів, а саме за масштабом, зовнішньоекономічним, інвестиційним та фінансовим виміром. В контексті проведеної інтегральної оцінки здійснено обчислення інтегральних показників рівня економічного розвитку усіх регіонів України у довоєнний та воєнний періоди, що дало змогу обчислити середній рівень економічного розвитку регіонів в цілому по Україні у довоєнний та воєнний періоди та порівняти його із аналогічним показником в прикордонних з ЄС регіонах України. Виявлено особливості економічного розвитку прикордонних з ЄС регіонів України та встановлено певні закономірності зміни показників, зумовлені воєнним станом в країні.

EN: The article presents a comprehensive and integrated assessment of the economic development level of the Ukrainian regions that share a border with the European Union, covering both the pre-war period and the period of ongoing military conflict. This detailed analysis made it possible to calculate integral indicators of economic development for every region of Ukraine and to determine the average national values of these indicators for comparative purposes. The research applies an integral evaluation framework that includes the calculation of partial composite indicators grouped into four interrelated dimensions: scale of economic activity, external economic relations, investment dynamics, and financial performance. Within the scale dimension, the principal indicators used to measure regional economic development were the total volumes of production and the sales of goods and services generated by regional business entities. For the external economic dimension, the assessment relied on the regional volumes of merchandise exports and imports, allowing the authors to track the intensity and structure of international trade links. The investment dimension was evaluated on the basis of the volume of capital investments together with the inflows of foreign direct investment, both of which are critical for long-term growth and modernization of regional economies. Regarding the financial dimension, the key metrics included the net profit of enterprises located in the region and the gross regional product, reflecting the overall financial health and the contribution of each region to the national economy. All four sets of partial indicators were consolidated into a single, overarching integral index of regional economic development. This synthetic indicator provided a robust tool for identifying structural changes and dynamic shifts in the economic performance of EU-border regions when comparing the pre-war baseline with the realities of the wartime economy. The methodology enabled the detection of the most significant drivers influencing these changes, including disruptions in trade routes, investment flows, and production capacities. Furthermore, the study calculated the average level of economic development across Ukraine as a whole for both the pre-war and wartime periods. These national averages served as a benchmark for comparing the individual results of each EU-border region, making it possible to highlight deviations, uncover regional disparities, and trace the main trends in economic transformation. On the basis of these calculations, the authors formulated a series of generalized conclusions regarding the state of economic development in the EU-border regions, taking into account the specific features of entrepreneurial activity, the dynamics of foreign economic operations, the scale of capital inflows, the financial outcomes of local enterprises, and the contribution of each region to gross regional product. The findings of this integrated assessment form an essential analytical foundation for designing future strategies and programs of infrastructural modernization in Ukraine’s EU-border territories. By providing a clear picture of the structural strengths and vulnerabilities of these regions, the results can guide policymakers, regional authorities, and international partners in prioritizing investments, supporting recovery efforts, and fostering sustainable cross-border cooperation even under the challenging conditions imposed by armed conflict.
