Методологічні положення формування та функціонування фінансово-економічного механізму воєнної підтримки України

Abstract

UK: У статті розглянуто теоретико-методологічні положення функціонування фінансово-економічного механізму воєнної підтримки України в умовах масштабних викликів, спричинених російсько-українською війною. Доведено, що мобілізація фінансових ресурсів стала визначальним чинником забезпечення обороноздатності та економічної стійкості держави. Проаналізовано наукові підходи до структурування механізму, який включає фінансові методи, інструменти, важелі, стимули та елементи забезпечення, а також їх класифікацію за напрямом дії, економічною природою, терміновістю, інноваційністю тощо. Особливу увагу приділено інституційним засадам функціонування, використання бюджетних та позабюджетних джерел фінансування, запровадженню нових форм акумулювання коштів, серед яких військові облігації, криптодонати та краудфандинг. Підкреслено значення поєднання традиційних і новітніх інструментів, а також стимулюючих та обмежувальних заходів, включно із санкціями проти держави-агресора. Сформовано висновок, що фінансово-економічний механізм воєнної підтримки є багаторівневою та динамічною системою, яка трансформується під впливом воєнних загроз і потребує подальшої адаптації до умов довготривалої війни.

EN: The article is devoted to the theoretical and methodological foundations of the formation and functioning of the financial and economic mechanism of military support for Ukraine under the conditions of large-scale challenges caused by the russian–ukrainian war. It is emphasized that the mobilization of financial resources has become the decisive factor for strengthening national defense capability and maintaining macroeconomic stability. Based on the analysis of existing scholarly approaches, the financial and economic mechanism is interpreted as a multi-level and dynamic system, which includes financial methods, instruments, levers, incentives, regulatory measures, and institutional elements. The study systematizes scientific positions regarding the classification of instruments by direction of action, economic nature, time horizon, innovative character, and functional purpose. Particular attention is given to the balance between traditional and innovative tools, such as budget expenditures, taxes, military bonds, public donations, crowdfunding, and cryptoassets, which were widely implemented in Ukraine after 2022. The article also highlights the role of institutional support, including the legal framework, fiscal and monetary policy instruments, and the involvement of both domestic and external sources of financing. It is argued that the uniqueness of Ukraine’s case lies in the rapid integration of informal and digital practices (cryptodonations, tokenization of government bonds, online platforms for military fundraising), which demonstrate unprecedented adaptability to wartime conditions. At the same time, the lack of unified methodological approaches to the structuring of the financial and economic mechanism generates conceptual fragmentation, which complicates the development of a coherent taxonomy of instruments and limits the effectiveness of resource obilization.The research results provide an expanded taxonomy of financial and economic instruments of military support that reflects the wartime specificity of Ukraine and incorporates both traditional and innovative mechanisms. This systematization enables a more consistent understanding of the structure and functioning of war finance. The study concludes that the proposed classification requires further empirical testing and practical adaptation to ensure effective mobilization of resources, long-term economic resilience, and sustainable defense financing under conditions of protracted conflict.
