Формування інноваційно-інвестиційних стратегій в умовах поглиблення глобальної конкуренції та забезпечення економічної безпеки

Abstract

UK: У статті досліджено особливості формування інноваційно-інвестиційних стратегій в умовах загострення глобальної конкуренції та посилення викликів економічної безпеки. Запропоновано комплексний підхід, що інтегрує оцінку ризиків і загроз економічній безпеці, використано методи компаративного аналізу, порівняння, формалізації та ідеалізації. Проаналізовано міжнародний досвід реалізації інноваційно-інвестиційних стратегій провідних країн, що дозволяє виокремити ключові пріоритети та механізми їх адаптації в національному контексті. Особлива увага приділена моделюванню інтеграції економічної безпеки у процес формування інноваційно-інвестиційної стратегії, що забезпечує підвищення адаптивності та стійкості економіки. Розроблено матрицю інтеграції векторів економічної безпеки в стратегії інноваційно-інвестиційного розвитку. Результати дослідження сприятимуть підвищенню ефективності стратегічного управління інноваційним розвитком та інвестиційною підтримкою економіки в умовах глобальних викликів.

EN: The contemporary global landscape, characterized by intensifying competition and significant economic security challenges, necessitates the formulation of robust innovation-investment strategies as a central component of national economic policy. This paper examines the theoretical and methodological underpinnings, structural architecture, and practical application of such strategies, particularly as they relate to the identification and mitigation of economic security threats. The research methodology is multifaceted, incorporating a system-structural approach, benchmarking, scenario analysis, and specific tools for economic security assessment. Through a comparative analysis of innovationinvestment strategies implemented across various national economies, the study identifies exemplary practices and outlines mechanisms for their contextual adaptation. Additionally, a risk-oriented perspective is advanced by introducing an economic security evaluation matrix, which serves to pinpoint critical threat vectors, vulnerability points, and strategic development reserves. The scientific novelty of this research is grounded in the formulation of a comprehensive conceptual model for innovation-investment strategy, which uniquely integrates economic security metrics as a fundamental evaluative and structural component. The proposed model facilitates multi-level strategic planning (macromeso–micro) by accounting for global technological trends, investment attractiveness drivers, and institutional capacities. The analysis reveals that the most successful innovation and investment strategies possess three key characteristics: (1) they integrate innovation into the structural transformation of the national economy; (2) they coordinate investment flows with long-term priorities for competitiveness; and (3) they create robust institutional and analytical frameworks for the ongoing monitoring and effective management of economic security risks. These methodological tools and policy recommendations are proposed as a basis for modernizing national economic development programs, particularly in nations facing significant external vulnerabilities and possessing transitional institutional structures. The proposed approaches and analytical tools can be used to enhance national development strategies, assess the sustainability of investment flows, and monitor exposure to global economic and geopolitical shocks.
