Управління розвитком земельних відносин в умовах сучасних викликів

Abstract

UK: Виділено та проаналізовано етапи земельної реформи, наголошено на необхідності здійснення інтеграції земельних відносин до європейського ринку, гармонізації законодавства України із стандартами ЄС. Зазначено, що розвиток земельних відносин в Україні супроводжується недостатньою увагою до екологічних стандартів, що створює ризики для сталого розвитку земельних ресурсів. Підкреслено, що на розвиток земельних відносин в Україні значно вплинули процеси децентралізації та інформатизації. Проаналізовано структуру власності на землю, що була сформована в результаті земельної реформи, констатовано, що основними категоріями власності на землю стали приватна, державна та комунальна форми. Визначено проблеми земельних відносин в використанні земель комунальної власності. Доведено, що ключовими гравцями на ринку землі є агрохолдинги, вони здійснюють надзвичайно великий вплив на систему земельних відносин та створюють значний ризик щодо монополізації земельного ринку. Підкреслено, що початок війни 2022 року спричинив до виникнення цілого ряду проблем в земельних відносинах України. Наголошено, що повоєнне відновлення земельних ресурсів України є основою відновлення економіки, забезпечення продовольчої безпеки та сталого розвитку країни.

EN: The land resources available in Ukraine help to guarantee the country's food security and make our country one of the important participants in the global agricultural market. Given the current challenges of martial law, the study of the process of managing the development of land relations is becoming an important vector of scientific research. The article is devoted to the substantiation of effective management of land relations development in the context of modern challenges and taking into account the world experience. The research of the problem was carried out using the following methods: monographic - in the study and theoretical generalization of research on the scientific foundations of land relations development management; system analysis - in the analysis of the mechanism of land relations management; comparative analysis - in the study of global trends in land relations management; statistical - for the analysis of data characterizing the state of the object under study; abstract and logical - in the formulation of conclusions and proposals. As a result of the land reform in Ukraine, there are three main categories of land ownership: private, state and communal. Private ownership in Ukraine is the largest part of the total land fund. In the pre-war period, the irrational use of land caused a number of problems with both property relations and the environmental safety of land resources. The war deepened and exacerbated the problems of land relations, making them critical for the national economy. The main vector of the postwar land restoration system should be to focus efforts on preserving and restoring land resources, as well as on repairing damage and cleaning up pollution caused by both military operations and anthropogenic impact. An important factor in the post-war recovery period should also be the intensification of the development of land relations on the basis of sustainable and structurally balanced agricultural production, taking into account global climate change. Further research is planned to focus on the strategic goals of managing the development of land relations in Ukraine. The practical significance of the results obtained is that they can be used by the authorities and local communities to improve the strategy of land relations management.
