Обґрунтування викликів сталого розвитку в умовах глобальної нестабільності

Abstract

UK: Статтю присвячено аспектам впровадження стратегій сталого розвитку та обґрунтуванню викликів сталого розвитку в умовах глобальної нестабільності. Мета статті полягає в аналізі, систематизації та узагальненні наявного теоретико-методичного забезпечення щодо впровадження стратегій сталого розвитку та обґрунтуванні ключових викликів сталого розвитку в умовах глобальної нестабільності та їх багатовимірної природи. Проаналізовано підходи провідних вітчизняних та зарубіжних дослідників, зокрема концепцій, що ґрунтуються на семи взаємопов’язаних вимірах сталості, триєдиній структурі сталого розвитку та інтерпретації викликів через призму ЦСР. Дослідження взаємозалежності викликів дозволило виявити, що ігнорування окремих вимірів сталого розвитку призводить до низької результативності реформ і може спричинити соціальний опір, девальвацію політик або загрозу екологічній рівновазі. В статті запропоновано концептуальну рамку викликів сталого розвитку, що ґрунтується на принципах вертикального узгодження, горизонтальної інтеграції, адаптивності та системності. Це забезпечить узгодження глобальних цілей сталого розвитку з національними і галузевими пріоритетами, сприятиме комплексному врахуванню економічного, соціального та екологічного вимірів, дозволить ефективно реагувати на динамічні внутрішні й зовнішні виклики, та забезпечить прозорість і підзвітність реалізації політик сталого розвитку.

EN: The article is devoted to the issues of implementing sustainable development strategies and substantiating the challenges of sustainable development in the context of global instability. The purpose of the article is to analyze, systematize, and generalize the existing theoretical and methodological framework for implementing sustainable development strategies, as well as to justify the key challenges of sustainable development under conditions of global instability and their multidimensional nature. The article examines the current challenges to sustainable development in the context of global and national transformational processes. The necessity of a multidisciplinary approach that takes into account the interconnection between different dimensions of sustainable development is substantiated. The approaches of leading domestic and foreign researchers are analyzed, in particular, the concepts based on the seven interrelated dimensions of sustainability, the triune structure of sustainable development, and the interpretation of challenges through the prism of the SDGs. The main barriers to the effective achievement of sustainable development have been identified, including fragmented policy implementation, institutional weakness, social inequality, insufficient stakeholder engagement, and limited resources. The study of the interdependence of challenges has shown that ignoring certain dimensions of sustainable development leads to low reform effectiveness and may cause social resistance, policy devaluation, or threats to ecological balance. The article emphasizes the need for a systemic and synergistic approach to the formation of sustainable development strategies, taking into account local contexts, global trends, and institutional capacity. It is argued that the challenges of sustainable development should be viewed as a complex, interconnected system that requires integrated governance solutions at all levels. A conceptual framework of sustainable development challenges is proposed, based on the principles of vertical alignment, horizontal integration, adaptability, and system-based management. This ensures the coherence of global sustainable development goals with national and sectoral priorities, promotes a comprehensive consideration of the economic, social, and environmental dimensions, allows for an effective response to dynamic internal and external challenges, and ensures transparency and accountability in the implementation of sustainable development policies. The proposed framework serves as a dynamic analytical tool for shaping inclusive and balanced transformation strategies aimed at enhancing the adaptive capacity of economic models.
