Методи оцінки ресурсного потенціалу агробізнесу

Abstract

UK: У дослідженні представлено ґрунтовний аналіз ресурсного потенціалу агробізнесу як системної категорії, що охоплює сукупність матеріальних, трудових, інноваційних, інформаційних, фінансових та управлінських ресурсів, необхідних для ефективного функціонування аграрних підприємств. Автором окреслено складну структуру цього потенціалу та здійснено його декомпозицію з метою кращого розуміння функціональних взаємозв’язків між його складовими. У межах кожного з ресурсних блоків запропоновано чіткі, релевантні показники оцінки, які дають змогу кількісно виміряти рівень забезпеченості агробізнесу тим чи іншим видом ресурсів. Особливу увагу приділено сучасним викликам, зокрема воєнно-політичній кризі в Україні, що істотно вплинула на аграрну сферу, спричинивши міграцію трудових ресурсів, релокацію підприємств та втрату частини виробничих потужностей. В умовах дестабілізації та структурних змін на ринку праці досліджено динаміку змін у кадровому потенціалі сільськогосподарського виробництва, що супроводжується дефіцитом кваліфікованої робочої сили та зниженням рівня зацікавленості молоді в агросекторі.

EN: The study presents a thorough analysis of the resource potential of agribusiness as a systemic category that covers the totality of material, labour, innovation, information, financial and managerial resources necessary for the efficient functioning of agricultural enterprises. The author outlines the complex structure of this potential and decomposes it in order to better understand the functional relationships between its components. Within each of the resource blocks, the author proposes clear, relevant assessment indicators that allow quantifying the level of provision of agribusiness with a particular type of resource. Particular attention is paid to current challenges, in particular, the military and political crisis in Ukraine, which has significantly affected the agricultural sector, causing labour migration, relocation of enterprises and loss of some production capacities. In the context of destabilisation and structural changes in the labour market, the dynamics of changes in the human resources potential of agricultural production is studied, accompanied by a shortage of skilled labour and a decrease in the level of interest of young people in the agricultural sector. The issues of innovation, digitalisation and the use of ICTs are considered as key factors for increasing the competitiveness of agricultural business and the efficiency of resource management. The work also contains the author's systematisation of methods for assessing resource potential - graphical, mathematical, analytical, expert, indicator and matrix - in terms of their implementation, sources of information, analysis objectives and level of detail. On the basis of the analysis, the article proposes a step-by-step model for assessing the resource potential of agricultural enterprises, which involves the integration of quantitative and qualitative data, building an appropriate information base and applying modern modelling methods. Considerable attention is paid to the concept of resource circulation - the ability of agricultural enterprises to flexibly adapt to changes in the external environment through effective management of existing resources and attraction of new ones. For this purpose, the author suggests using optimisation and simulation models that allow to study the variability of enterprise development in different scenarios of operation.
